Telangana Floats Tender For 80,698 kW Rooftop Solar Installations Across 80 Villages

The Telangana State Renewable Energy Development Corporation Limited (TSREDCO) has issued a tender under the Model Solar Villages Programme for the design, supply, installation, and commissioning of 2kW on-grid rooftop solar photovoltaic (PV) power plants. These systems will use normal structures with Mono PERC solar modules with Domestic Content Requirement (DCR) content and will include five years of comprehensive maintenance. The project targets a total aggregated capacity of 80,698 kW to be distributed among 40,349 domestic services across 80 villages in Telangana.

The estimated contract value is ₹50 crore. The bid submission process starts on 10th July 2025 at 2:00 PM and will close on 24th July 2025 at 5:00 PM. A pre-bid meeting is scheduled to take place offline on 9th July 2025 at 2:00 PM.

The bid evaluation will be done on an item-wise basis and will follow the open competitive bidding method. The tender falls under the category of product supply and is priced in Indian Rupees. The project is managed and overseen by TSREDCO, with the Vice Chairman and Managing Director responsible for overall supervision. The General Manager is the bid-inviting and opening authority.

The bid security amount (EMD) required for participation is ₹3 crore, which can be paid via online payment, a challan, or a bank guarantee. The tender also requires a non-refundable process fee of ₹1,18,000 to be paid online to TGREDCO. The transaction fee of 0.03% on the total cost plus applicable GST is to be paid to TSTS, Hyderabad.

To be eligible for participation, bidders must provide several mandatory documents, including proof of payment for the tender document fee, valid bid security or exemption certification, experience in the installation of grid-connected solar PV systems in the past five financial years, and a turnover certificate indicating sufficient financial capability. Additional requirements include PAN and GST registrations, as well as a signed and scanned copy of the complete tender document uploaded on the e-procurement platform.

The project aims to promote clean energy through solar power and reduce dependency on traditional energy sources in rural households. The installation of rooftop solar systems in 80 model villages will help achieve better energy access, support sustainable development, and reduce electricity bills for the beneficiaries. This initiative is part of Telangana’s broader goal to enhance renewable energy adoption across the state.

Interested bidders must complete all formalities and submit their bids before the deadline. The contract award will be based on the most competitive price and fulfillment of all technical and financial criteria as specified in the tender document.
