ScottishPower, SSE, Scottish Water And Openreach Launch £46 Billion Plan To Transform Scotland’s Infrastructure

Four major organisations—ScottishPower, SSE, Scottish Water and Openreach—have joined forces to deliver a major £46 billion investment programme between 2025 and 2030. Together, they are responsible for key areas of Scotland’s energy, water and digital infrastructure, and their combined commitment aims to support local jobs and skills, strengthen the Scottish supply chain, empower communities and protect the environment over the long term. This record investment plan is expected to create stronger, better-connected and more resilient communities from Stornoway to Stranraer.

The programme will inject billions of pounds into the wider supply chain and support tens of thousands of jobs across Scotland, helping unlock economic growth and improving everyday services for people throughout the country. The four organisations have outlined their shared goals in a new Statement of Ambition, which sets out their pledge to ensure that every pound spent on essential infrastructure delivers meaningful benefits to Scotland’s people, economy and environment. The investment does not only cover necessary upgrades to keep the country’s utilities functioning reliably—it also includes wider community benefits, enhanced environmental protection and long-term improvements such as nature restoration.

According to Charles Langan, this joint commitment represents one of the most significant investment programmes Scotland has ever seen. He highlighted that the plan will bring new jobs, drive economic growth and create more resilient local infrastructure, while building a skilled workforce and strong supply chains for the future. Rhian Kelly emphasised that SSE’s involvement reflects its long-term dedication to supporting Scotland’s transition to a clean power economy. She noted that the investment plan focuses on good jobs, strong local supply chains and infrastructure that can support communities and economic growth for decades.

Alex Plant added that this collaboration marks the first time Scotland’s key infrastructure providers have united behind a single shared investment approach. With around £46 billion being directed into infrastructure, he stressed the importance of working closely with governments and communities to maximise the benefits of this unprecedented opportunity. Katie Milligan underlined the essential role of digital connectivity in today’s world. She explained that Openreach’s ongoing full-fibre upgrades are already helping homes, businesses and public services thrive.

She also pointed out that the collective investment will strengthen communities, expand access to skills and jobs, and reinforce Scotland’s supply chain, while ensuring that even the most rural locations benefit from modern, resilient digital infrastructure. Together, these four organisations are aiming to deliver a long-lasting legacy—one that supports Scotland’s economic wellbeing, enhances community resilience and prepares the country for a more connected, sustainable and prosperous future.
