The Chhattisgarh State Power Distribution Company Limited (CSPDCL) has launched a major initiative to strengthen the state’s power infrastructure with the release of a Request for Selection (RfS) document on September 1, 2025. This project is aimed at setting up a large-scale decentralized network of Battery Energy Storage Systems (BESS) with a total capacity of 380 megawatts (MW) and 760 megawatt-hours (MWh). Each system in the project is designed to undergo two full charging and discharging cycles daily, ensuring high efficiency and consistent performance. The project is expected to enhance grid stability, support renewable energy integration, and provide a reliable power supply across Chhattisgarh.
CSPDCL has decided to select partners for this ambitious project through a Tariff-Based Competitive Bidding process. This method encourages participants to offer the most competitive tariffs for the energy storage services. Following the bidding, the selected bidder will sign a Battery Energy Storage Purchase Agreement (BESPA) for a duration of twelve years, ensuring long-term service and stability for the project.
To provide clarity and transparency, CSPDCL has scheduled a pre-bid meeting for all interested parties on September 9, 2025. This meeting will allow prospective bidders to seek clarification on the RfS document, understand the project requirements in detail, and address any questions before submitting their bids. The pre-bid meeting is a crucial step to ensure a level playing field for all participants.
The bidding process will be conducted online, with the submission window opening on September 15, 2025, and closing on September 29, 2025. All technical and financial bids must be submitted electronically through the designated portal by this deadline. Following the submission, technical bids will be opened on September 30, 2025. Bidders are expected to submit comprehensive proposals covering all aspects of design, manufacturing, supply, installation, testing, and commissioning of the BESS units. The process is structured to select highly qualified and financially sound partners capable of delivering on the project’s extensive requirements.
Prospective bidders are required to submit an Earnest Money Deposit (EMD) as a demonstration of their commitment to the project. The EMD has been set at ₹123.5 crore, highlighting the significant scale and seriousness of the project. Upon successful selection, the EMD will either be returned or adjusted according to the terms of the agreement. In addition, the successful bidder will be required to provide a Performance Bank Guarantee (PBG) valued at ₹247 crore to secure performance obligations throughout the twelve-year BESPA period. This financial guarantee ensures that the project is executed and maintained as agreed.
The CSPDCL BESS project represents a forward-looking step in modernizing Chhattisgarh’s power sector and preparing it for a future with higher renewable energy penetration. By deploying a total of 380 MW/760 MWh of storage capacity, the state aims to address the intermittent nature of renewable energy sources, enhance grid reliability, and provide a consistent power supply to consumers. The timely execution of this project and the selection of a competent partner will be critical to its long-term success and the state’s energy transition goals.
