The Northeast Frontier Railway (NFR), Headquarters Electrical Department, has announced an open tender under a two-packet system for setting up a grid-connected rooftop solar power plant at Maligaon (HQ) Division. The project, titled โProvision of 1733 KWp Grid Connected Rooftop Solar Power Plant including 5 years AMC/CAMC at rooftop of Service Buildings & Residential Buildings in Goshala & Nambari Area,โ aims to boost renewable energy adoption in railway facilities. Bidding will open on October 14, 2025, and the deadline for submission is October 28, 2025, at 15:00.
The Chief Electrical Engineer (CEE/NFR) is acting on behalf of the President of India for this tender, which carries an advertised value of โน10,68,52,150.62. The Earnest Money Deposit (EMD) required for participation is โน6,84,300.00. Tenderers may submit the EMD either through an e-payment gateway or as a bank guarantee from a scheduled commercial bank, valid for 90 days beyond the bid validity period of 90 days. The total schedule value for Part A is โน10,68,52,150.62, which includes โน9,98,57,213.00 for service buildings and โน69,94,937.62 for residential buildings. The selected bidder will be required to complete the project within 180 days, and the offer must remain valid for a minimum of 60 days after the tender closes.
The successful bidder must submit a Performance Guarantee within 21 days from the date of issue of the Letter of Acceptance (LOA). An extension of up to 60 days may be granted with a penal interest of 12% per annum for any delay. Failure to submit the Performance Guarantee within this period may result in termination of the contract and forfeiture of the bid security. A security deposit equivalent to 5% of the contract value will also be required.
To be technically eligible, tenderers must have completed similar works in the past seven years, specifically in installing, testing, and commissioning solar power plants of at least 30% of the total tendered capacityโequivalent to 519.9 KWp for this project. The bidder must also hold a valid electrical contractor license. The project includes a five-year maintenance period, ensuring a minimum generation of 13.5% CUF for the North-Eastern region, with penalties of โน1.00 per kWh for any generation shortfall. Joint ventures with up to 12 members are allowed, but consortiums are not permitted.
