Assam Power Distribution Company Limited (APDCL) has issued a Request for Selection (RFS) for the procurement of 15 MWAC power from a grid-connected ground-mounted solar photovoltaic (PV) project to be developed at Bamgaon Bagicha village under Chariduar Revenue Circle, Balipara, Sonitpur District. The project will be implemented on a Build-Own-Operate (BOO) basis through a tariff-based competitive bidding process, followed by an e-reverse auction.
The RFS, identified as APDCL/CGM(NRE)/NRE-168/2024-25/118, was published today, with the bidding document available for download at their Website.
Project Scope and Key Details:
- The selected Power Producing Company or Solar Developer will be responsible for developing a 15 MWAC solar PV plant for APDCL’s procurement for a term of 25 years.
- The ceiling tariff has been set at INR 3.85 per unit (inclusive of GST).

- Online & Hard Copy Submission of Techno-Commercial and Price Bids: 10 November 2025, 15:00 Hrs
- Techno-Commercial Bid Opening: 12 November 2025, 14:00 Hrs
- Price Bid Opening & E-Reverse Auction: Dates to be intimated to qualified bidders
Financial Requirements:
- RFS Cost: INR 29,500 (inclusive of GST) – non-refundable
- Bid Security (EMD): INR 1.49 Crore via Bank Guarantee valid for 180 days from bid submission
- Performance Security: INR 3.73 Crore to be submitted by successful bidders.
APDCL has advised prospective bidders to regularly monitor their website for updates, amendments, and clarifications regarding the RFS. No separate notifications will be issued in print or individually to bidders.
The project is a significant step in Assam’s renewable energy expansion, aiming to deliver reliable and sustainable solar power through a competitive, transparent procurement process. Bidders are expected to comply with all terms specified in the RFS, including techno-commercial and financial eligibility, consortium participation, and performance guarantees.
