The Philippines and Japan have formalized a strategic Energy Partnership through a Memorandum of Cooperation (MoC) aimed at accelerating clean energy transition, enhancing energy security, and promoting low-carbon development across the Asia-Pacific region. The agreement was signed on October 17, 2025, during the 3rd Asia Zero Emission Community (AZEC) Ministerial Meeting held in Kuala Lumpur, Malaysia.
The MoC was signed by Philippine Energy Secretary Sharon S. Garin and Japan’s Minister of Economy, Trade, and Industry (METI) Muto Yoji, with the signing witnessed by Philippine Ambassador to Malaysia Maria Angela A. Ponce. The Energy Partnership aligns with the principles of AZEC, which promotes collaborative pathways toward net-zero emissions while acknowledging each country’s unique energy landscape.
Key Objectives of the Partnership
The agreement aims to:
- Diversify energy sources and improve energy resilience
- Support development in renewable energy, hydrogen, ammonia, LNG, carbon capture, utilization, and storage (CCUS)
- Facilitate technology transfer and clean-energy investment from Japan to the Philippines
- Promote capacity building, pilot projects, and knowledge exchange to accelerate decarbonization
Implementation Framework
The partnership will be jointly implemented by Japan’s Agency for Natural Resources and Energy (ANRE) and the Philippines’ Energy Policy and Planning Bureau (EPPB). Cooperation under the MoC is set to begin immediately and will extend over four years, with the option for renewal based on mutual agreement.
Strategic Significance
The initiative is part of Japan’s Asia Energy Transition Initiative (AETI) and directly supports regional climate goals under the Paris Agreement. It aims to strengthen bilateral ties while advancing both nations’ efforts to build resilient, sustainable, and innovation-driven energy systems.
“This partnership with Japan is a long-term investment in a sustainable future,” said Energy Secretary Garin, emphasizing that the collaboration will not only support emissions reduction but also drive economic growth, job creation, and energy sector modernization.
