Bangladesh Issues Major Rooftop Solar Tender Under National OPEX Model

The Bangladesh Power Development Board (BPDB), under the Ministry of Power, Energy and Mineral Resources, has issued a tender invitation for the procurement of solar energy from rooftop solar systems on a Build, Own, Operate (BOO) basis. The tender is part of the National Rooftop Solar Program 2025 and covers 17 locations across the country, grouped into 17 individual packages.

According to the official notice published on 21 October 2025, the project will be implemented under the Third Party OPEX (Operational Expenditure) Model, enabling private developers to install, own, and operate solar rooftop systems and sell power to BPDB. The initiative aims to accelerate renewable energy deployment and support Bangladesh’s clean energy transition goals.

The tender documents will be available for purchase until 30 November 2025 at 12:00 PM, with the same deadline set for submission of bids. A pre-tender meeting is scheduled to be held on 10 November 2025 at 10:00 AM at Bijoy Hall, Bidyut Bhaban, Dhaka. Bidders are required to pay BDT 5,000 for each package to obtain the tender documents.

The procurement will be conducted through a One Stage Two Envelope Tendering Method (National), and funding will be sourced from BPDB’s revenue budget. The Directorate of Purchase, located at the WAPDA Building in Motijheel, Dhaka, will facilitate the sale, receipt, and opening of tender documents.

One of the key packages under this tender includes the procurement of a 5800 kWp rooftop solar system within the jurisdiction of SE, O&M Circle, BPDB, Cumilla-1. The project will operate under the BOO and Third Party OPEX model, ensuring private-sector participation in sustainable energy generation.

The tender marks a significant step in Bangladesh’s renewable energy roadmap, focusing on harnessing rooftop solar potential to reduce dependency on fossil fuels and improve energy security.
