NVVN Invites Bids For 500 kW Grid-Connected Solar Power Project At IIM Udaipur

NTPC Vidyut Vyapar Nigam Limited (NVVN), a wholly owned subsidiary of NTPC Limited, has invited online bids for the development of a 500 kW grid-connected ground-mounted solar power project at the Indian Institute of Management (IIM) Udaipur. The tender is open under the domestic competitive bidding process on a single-stage, two-envelope system comprising the techno-commercial bid and the price bid. The bids are being accepted through the government’s e-procurement portal.

According to the tender, the project involves complete design, engineering, supply, civil construction, erection, testing, and commissioning of a 500 kW solar photovoltaic system at the designated IIM Udaipur site. The plant will be installed in a shadow-free area as mentioned in Annexure A1 of the bid document. The successful bidder will be responsible for conducting a site inspection and assessing local conditions, including electricity arrangements, water availability, and security. The site will be handed over to the developer on an “as is where is” basis, and it will be the bidder’s duty to ensure proper evaluation and compliance with all required standards before construction.

The scope of work includes grid connectivity and approvals from relevant authorities such as the distribution licensee or Chief Electrical Inspector to Government (CEIG), as applicable. The project must be connected to the existing mains, ACDB, or feeder pillars and integrated with the institute’s electrical load system. NVVN has stated that supply and installation activities can commence only after connectivity approvals are secured from the relevant DISCOM, TRANSCO, or statutory authority.

The bid security amount for this tender has been fixed at ₹5,00,000 (Rupees Five Lakh only). This must be submitted either through electronic fund transfer (EFT) or other acceptable formats as mentioned in the bidding document. The tender clearly states that any bid not accompanied by a valid bid security will be rejected as non-responsive.

Bidders must be registered vendors enlisted with NVVN and have a valid Class-3 Digital Signature Certificate (DSC) for participating in e-tendering. The tender also mandates a site visit as a compulsory pre-condition. Every participating bidder must submit an undertaking confirming that the site visit has been carried out. Bids without this confirmation will be rejected outright. The project is open only to ‘Class-I’ and ‘Class-II’ local suppliers under the Public Procurement (Preference to Make in India) Order 2017, and its subsequent amendments issued by DPIIT.

The last date for bid submission, as well as other key timelines, including issuance of IFB and bid opening dates, will be as per the schedule available on the GePNIC portal. The techno-commercial bid opening will take place first, followed by the price bid, which will be announced later through a system-generated email from NVVN. The company has reserved the right to cancel or withdraw the invitation for bids without assigning any reason.

NVVN emphasized that the project will be financed through a mix of external or domestic commercial borrowings or from its own sources, marking another step in the organization’s effort to promote small-scale solar installations within institutional campuses in India.
