AAI Invites Bids for Solar Power Plant Installation at Srinagar International Airport

The Airports Authority of India (AAI) has issued an e-tender inviting bids for the design, supply, installation, testing, and commissioning (DSITC) of a solar power plant at Srinagar International Airport. The project, valued at โ‚น93.19 lakh (excluding GST), includes โ‚น73.56 lakh for DSITC and โ‚น19.62 lakh for eight years of annual comprehensive maintenance following a two-year defect liability period.

The project shall be completed within three months from the date of award and will be executed through the Central Public Procurement (CPP) e-tender portal.

Eligibility Criteria

The tender is open to experienced contractors with proven capability in executing similar solar power plant DSITC projects. Applicants must submit PAN, GST registration, financial statements, net worth certification, and previous project experience. Digital Signature Certificates (DSC) are mandatory for participation.

Submission Process

The bidding process will follow a two-envelope system:

  • Envelope I: Technical bid and pre-qualification documents
  • Envelope II: Financial bid

The lowest bidder (L1) will be selected based on the combined evaluation of SITC cost and Net Present Value (NPV) of maintenance costs, as per the predefined discounting rate of 9%.

AAI reserves the right to accept or reject bids and has prohibited consortium or joint venture applications. The tender also adheres to government procurement policies, including restrictions on bidders from countries sharing land borders with India, as per GFR Rule 144(xi).
