APERC Invites Public Feedback On Tariff Approval For 3,725 MW Solar Projects Under PM-KUSUM Component-C

The Andhra Pradesh Electricity Regulatory Commission (APERC) has issued a public notice regarding the approval of tariffs for power procurement under the Pradhan Mantri Kisan Urja Suraksha Evam Utthaan Mahabhiyan (PM-KUSUM) Component-C, known as the Feeder Level Solarisation (FLS) Programme. This initiative focuses on providing grid-connected solar power to agricultural pumpsets through the Renewable Energy Service Company (RESCO) model by the Andhra Pradesh distribution companies (APDISCOMs).

The PM-KUSUM Scheme, launched by the Government of India on March 8, 2019, aims to promote solar energy in the agricultural sector while enhancing both energy and water security for farmers. Component-C of the scheme specifically targets solarisation of agricultural feeders to ensure a clean and reliable power supply for agriculture. The primary goal is to reduce the financial burden on both farmers and distribution companies by decreasing dependence on conventional energy sources.

Under this component, the Government of Andhra Pradesh has approved 3,725 megawatts (MW) of solar capacity to be implemented by the stateโ€™s DISCOMs. To move forward with this plan, the DISCOMs have sought in-principle approval from the Commission for implementing the programme. In parallel, they have floated tenders and conducted a transparent, competitive bidding process to select developers responsible for setting up solar power plants that will supply electricity to agricultural feeders.

Following the completion of the bidding process, the DISCOMs identified successful bidders and finalized tariffs through negotiations. These finalized tariff proposals were then submitted to APERC for approval under the PM-KUSUM Component-C programme. The Commission has stated that all relevant documents, including submissions from APDISCOMs and related correspondence, have been made available on its official website for public reference.

As part of the regulatory process, APERC has invited views, objections, and suggestions from stakeholders and the general public regarding the proposed tariff approval. Interested parties have been requested to submit their responses to the Commissionโ€™s Secretary at Kurnool by November 10, 2025, either by post or via email to the address provided. Stakeholders are also required to send copies of their submissions to the respective DISCOMs.

In addition, the Commission has directed APDISCOMs to file their replies to the objections received from stakeholders within ten days, by November 20, 2025. To ensure transparency and public participation, APERC will conduct a public hearing on November 26, 2025, at 11:00 a.m. The hearing will be held both in person at the Commissionโ€™s Court Hall in Kurnool and through an online mode for participants who prefer to join virtually. A participation link will be shared one day before the scheduled hearing date.

The notice was issued by the Commission Secretary (in charge) on October 31, 2025, emphasizing the regulatory bodyโ€™s commitment to inclusive and transparent decision-making. The initiative marks an important step toward expanding solar power adoption in the agricultural sector and strengthening the renewable energy infrastructure in Andhra Pradesh. It also supports the broader national goal of increasing the share of clean energy in Indiaโ€™s electricity mix while ensuring a stable and affordable power supply to the farming community.
