Rajasthan Revises Rooftop Solar Tariffs To ₹3.26/kWh For Net Metering And ₹3.65/kWh For Net Billing

Jaipur Vidyut Vitran Nigam Limited (JVVNL) has announced a revision in the tariff rates for consumers who generate surplus electricity through grid-interactive renewable energy systems, such as rooftop solar panels. The decision has been made effective immediately and is based on recent changes in tariff rates determined through competitive bidding. The order, issued by the Superintending Engineer (Commercial) of JVVNL on October 27, 2025, covers both Net Metering and Net Billing consumers under the RERC Grid Interactive Distributed Renewable Energy Generating Systems Regulations.

According to the new order, the tariff rate for consumers under the Net Metering arrangement has been revised to ₹3.26 per kilowatt-hour (kWh). This rate applies specifically to domestic consumers who already have Net Metering connections installed under the RERC (Net Metering) Regulation of 2015 and its subsequent amendments. Net Metering allows consumers to balance the electricity they import from the grid with the energy they export, effectively using the grid as a virtual storage system. When solar power generation exceeds the household’s consumption, the extra energy is exported to the grid, and consumers receive credits for it. These credits can later offset their electricity consumption from the grid, making it an attractive option for rooftop solar users.

In contrast, under the Net Billing arrangement, JVVNL has fixed the revised rate at ₹3.65 per kWh. The order states that this rate will remain applicable for the entire duration of the agreement signed with each consumer. Unlike Net Metering, Net Billing involves direct compensation for surplus electricity exported to the grid. Consumers are billed for the total electricity they draw from the grid, and they are separately paid for the energy they export, typically at a pre-determined rate. This model is more suited for larger consumers and those who produce significant surplus energy.

JVVNL has been promoting grid-interactive distributed renewable energy systems through detailed guidelines issued since September 2021. These systems encourage consumers to participate in clean energy generation while reducing their electricity bills. The newly revised tariff follows earlier updates, including one issued in February 2024, and aligns with the latest market-based tariff structures. The utility has confirmed that the new rates will remain effective until a further official revision is announced. The move reinforces JVVNL’s ongoing efforts to support renewable energy adoption and strengthen Rajasthan’s commitment to sustainable power generation.
