AAI Invites Bids For 60 kWp Rooftop Solar Project At Gaya Airport

The Airports Authority of India (AAI), Gaya Airport, has issued an e-tender notice inviting bids for the design, supply, installation, testing, and commissioning of a 60 kWp on-grid rooftop solar plant on the new technical block within the operational area of Gaya Airport, Gaya Ji. The tender, issued dated November 7, 2025, carries an estimated cost of ₹31,18,001 excluding GST. The project is to be completed within three months, including one month accounted for rainfall.

The tender processing fee is ₹1,180 (including GST), which is non-refundable, and it must be paid online through the CPP portal. An Earnest Money Deposit (EMD) of ₹93,540 is also required to be submitted online or through an insurance surety bond as per the prescribed format. The successful bidder will later have to furnish a Performance Bank Guarantee (PBG) equivalent to the EMD amount as a security deposit before the commencement of the work.

According to the critical data sheet, the tender was published on November 8, 2025, with bid document download and sale also starting the same day at 10:00 a.m. The clarification period for bidders will remain open from November 8, 2025, to November 18, 2025, up to 6:00 p.m. The submission of bids starts on November 8, 2025, at 10:00 a.m., and the deadline for submission is November 28, 2025, up to 6:00 p.m. The technical bids (Envelope I) will be opened on November 29, 2025, at 11:00 a.m., while the opening of financial bids (Envelope II) will be intimated later through the CPP portal.

Eligible bidders must have successfully completed solar plant projects of a similar nature in the last seven years. The eligibility requires either three works each costing at least ₹12.47 lakh, two works each of ₹15.59 lakh, or one work of ₹24.49 lakh or more. Bidders must also demonstrate an average annual financial turnover of ₹9.35 lakh during the last three financial years and a minimum net worth of ₹4.67 lakh, duly certified by a Chartered Accountant.

The tender process is restricted to individual contractors, as consortium or joint venture bids are not permitted. Additionally, agencies blacklisted or debarred by any government department or PSU will not be eligible to participate. All uploaded documents must bear a valid UDIN (Unique Document Identification Number) from a Chartered Accountant.

The AAI reserves the right to reject or accept any bid without assigning reasons and may cancel the tender process at any stage. Concessions to Indian Micro and Small Enterprises (MSEs) registered with recognized bodies like NSIC or DIC will apply as per the 2012 Public Procurement Policy, though not for construction works. The project supports the Government of India’s Make in India initiative, aligning with the Public Procurement (Preference to Make in India) Order, 2017, issued by DPIIT.
