CMPDIL Floats E-Tender for 1.5 MW Rooftop Solar Project Across CCL Areas in Ranchi

Central Mine Planning and Design Institute Ltd. (CMPDIL), a Miniratna company and a subsidiary of Coal India Limited, has issued a major e-tender for setting up a large rooftop solar power project in the project areas of Central Coalfields Limited (CCL) in Ranchi, Jharkhand. The tender was officially published on November 26, 2025, and is being positioned as an important part of the companyโ€™s push to expand renewable energy use across coalfield operations.

Under the tender, CMPDIL is inviting eligible bidders to take up a full Design, Engineering, Procurement and Supply, Construction and Erection, Testing, and Commissioning (DEPC) contract for a grid-connected solar power plant. The project will have an output capacity of 1,545 kW (AC). As per technical conditions, the plant must include at least 20 percent DC overloading, meaning the total installed DC capacity has to be a minimum of 1854.06 kWp. The solar capacity will be spread across multiple rooftops of CCL buildings located in different project areas. The installations will include both solar tree structures and conventional rooftop solar power plants. The bid submission end date is 18th December 2025.

The bidder selected for the job will be responsible for every aspect of execution. This includes civil, structural, and electrical works, as well as the complete power evacuation setup. The scope also covers obtaining necessary connectivity approvals from the local DISCOM. CMPDIL has estimated the cost put to tender (ECPT) at โ‚น1245.15 lakh, inclusive of GST, making it a sizeable investment in distributed solar infrastructure.

To ensure only serious bidders participate, CMPDIL has fixed the Earnest Money Deposit (EMD) or bid security at โ‚น15,56,500. The EMD must be paid only through online methods such as net-banking or NEFT/RTGS. The tender clearly states that no EMD exemption will be allowed for this bid. After award, the successful contractor will also need to submit a performance security along with the Letter of Acceptance, and work will not begin until this security is deposited. The start date for the contract will be triggered within 30 days from the Letter of Acceptance and performance security submission, or seven days after the first site handover for scheduled activities, whichever comes later.

The contract is structured over a long total period of 3,832 days. The first phase is the construction period, which CMPDIL has set at 180 days. During this time, the contractor must complete all installation work, testing, commissioning, and a final performance guarantee test. Once this phase is finished successfully, the project will move into a ten-year Operation and Maintenance (O&M) period lasting 3652 days. CMPDIL has described this as a comprehensive O&M package, meaning the contractor must keep the plant operating as intended throughout the decade-long term.

Eligibility requirements in the tender are focused on both experience and financial capacity. Bidders must show past work in the design, supply, installation, testing, and commissioning of grid-connected solar PV plants. CMPDIL will accept experience from ground-mounted, rooftop, or floating solar projects. Contractors need to have completed a minimum number of similar works within the past ten years, each valued between 20 percent and 40 percent of the estimated project cost. Financial qualification includes an average annual turnover of at least 30 percent of the estimated cost across the last three financial years ending March 31, 2025. In addition, the bidderโ€™s net worth must be at least 10 percent of the total estimated project cost.
