DOE Strengthens RPS Compliance Efforts in Visayas and Mindanao to Accelerate Affordable Clean Energy Access

The Department of Energy (DOE), through the Renewable Energy Management Bureau (REMB), convened representatives from distribution utilities (DUs), retail electricity suppliers (RES), and generation companies (GenCos) across Visayas and Mindanao for the second leg of the 2025 Renewable Portfolio Standards (RPS) Conference for On-Grid Areas, held in Cagayan de Oro City.

The conference is part of a nationwide effort to support RPS-mandated participants in meeting renewable energy (RE) obligations and strengthening the countryโ€™s clean energy transition.

In a keynote message, DOE Undersecretary Rowena Cristina L. Guevara underscored the essential role of RPS in the Philippinesโ€™ long-term energy strategy, describing electricity market players as โ€œarchitects of energy for the masses.โ€ She highlighted that expanding compliance readiness among distribution and supply entities is critical to increasing renewable energy uptake across the grid.

Participants received technical guidance and policy updates from sector experts, including the Independent Electricity Market Operator of the Philippines (IEMOP), National Transmission Corporation (TransCo), and the Institute for Climate and Sustainable Cities (ICSC). Topics included compliance mechanisms, system integration, market readiness, and access to support tools designed to streamline the transition to renewable-powered operations.

The DOE said the initiative aims to empower utilities and suppliers to deliver more sustainable and competitively priced electricity to households and commercial consumers as mandated by national policy.

As the conference series continues across other regions in the coming weeks, the government expects improved RPS compliance, enhanced market participation, and accelerated renewable energy deployment nationwide.

The initiative aligns with President Ferdinand R. Marcos Jr.โ€™s directive to ensure accessible, affordable, and clean energy for communities throughout the Philippines.
