Terra Clean, a wholly owned subsidiary of Indian Oil Corporation, has announced a Request for Proposal (RFP) inviting bids for land aggregation to support a major solar power development in Gujarat. The proposal targets land acquisition for a 300 MW intrastate transmission system (InSTS)-connected solar project, with an additional greenshoe option of up to 300 MW. The project will be situated near the 220 kV Bhalgamda GETCO Substation in the Morbi district, a region that has recently emerged as a growing hub for renewable energy investments.
The RFP outlines that interested bidders must submit their proposals by January 1, 2026, with bid opening scheduled for the same day. Once awarded, the project must be completed within nine months, reflecting the companyโs focus on accelerating solar capacity deployment.
The primary scope of work includes identifying and aggregating suitable land parcels required for the solar project. To qualify, bidders must demonstrate previous experience in arranging land for renewable energy projects, including solar, wind, hybrid, or solar park developments with a cumulative capacity of at least 20 MW. This must include at least one project of 10 MW capacity. Alternatively, bidders may qualify if they have arranged a minimum of 70 acres of land for large industrial, logistics, warehousing, or infrastructure projects, with at least one project covering 35 acres.
Financial requirements include a minimum annual turnover of โน19.94 crore in any of the past five financial years. Additionally, bidders must have a net worth equal to or greater than 100% of their paid-up share capital as of the last financial year. If bidders do not meet this individually, they may rely on the financial standing of a holding or subsidiary company, subject to conditions on minimum capital contribution.
The initiative aligns with Indiaโs broader renewable energy expansion targets and supports Gujaratโs ambition to become a leading solar power generator.
