Indiaโs push toward digital power distribution and clean energy transition has gained momentum, with 4.76 crore smart meters installed across the country under various schemes, including the Revamped Distribution Sector Scheme (RDSS). The update was shared by Minister of State for Power Shri Shripad Yesso Naik in a written reply to the Rajya Sabha today.
Under RDSS, a total of 20.33 crore smart meters have been sanctioned based on proposals submitted by states. In addition to installations under the central scheme, several states are deploying smart meters independently through state-led and externally aided initiatives.
Smart metering under RDSS is being implemented through the Public Private Partnership (PPP) model in TOTEX mode. The Advanced Metering Infrastructure Service Provider (AMISP) is responsible for supplying, operating, and maintaining the meters post-installation.
Push for Domestic Manufacturing
To boost indigenization, several measures have been adopted:
- Smart meters were incorporated into the Public Procurement (Preference to Make in India) Order in July 2023.
- A minimum 60% domestic content requirement for smart meters is currently mandated.
- From January 1, 2025, 100% local content became mandatory for key software components, including the Meter Data Management (MDM) system and Head End System (HES).
Improving Distribution Efficiency and Grid Modernization
Smart metering initiatives are designed to modernize India’s electricity grid, enhance billing efficiency, and empower consumers with real-time consumption insights. Features and outcomes highlighted include:
- Prepaid smart meters enabling better financial planning for consumers and improved revenue recovery for utilities.
- Use of smart meter data for feeder-level energy accounting and audit.
- Deployment of SCADA and Distribution Management Systems (DMS) under RDSS to automate grid monitoring, reduce outages, and enable remote fault response.
- Strengthening of substations, underground cabling, and transmission infrastructure to support renewable energy integration.
The Ministry is also supporting Technology Solution Providers (TSPs), including startups, to develop data-driven innovation tools based on meter analytics.
State-wise Installation Progress
As of November 15, 2025, Uttar Pradesh, Bihar, Maharashtra, Assam, and Madhya Pradesh are among the top-performing states in deployment. The total number of installed smart meters stands at 4,76,03,437.
With the ongoing rollout and strong policy support, Indiaโs smart power infrastructure is expected to play a key role in improving energy efficiency, transparency, and sustainability as the nation accelerates its clean energy transition.
