The New and Renewable Energy Development Corporation of Andhra Pradesh Limited (NREDCAP) has issued a new Request for Selection on behalf of the Andhra Pradesh Distribution Companies to take forward a major rooftop solar project under the PM-Surya Ghar: Muft Bijli Yojana. This tender aims to select EPC contractors and rooftop solar vendors for installing grid-connected solar systems for 1,16,663 Scheduled Caste and Scheduled Tribe consumers across the state. The total capacity targeted under this tender is 233.33 MWp, to be developed in the Utility Led Aggregation mode under the CAPEX structure. The selected contractors will be responsible for designing, engineering, supplying, installing, testing, and commissioning the rooftop solar plants at the identified locations.
The project also includes an important requirement for five years of operation and maintenance after commissioning. This O&M service must be provided without any cost during the first five years as per the guidelines of the PM-Surya Ghar scheme. The contractors must complete the commissioning of the full project capacity within six months from the date of issue of the Letter of Award. This means the total project duration includes both the construction period and the five-year O&M period counted from the Commercial Operation Date.
Bidders must submit their proposals through a single-stage, two-part competitive bidding process using the AP e-Procurement platform. The deadline for uploading both the technical bid and the financial bid is December 15, 2025, by 5 p.m. Once the bid submission window closes, the technical bids will be opened on December 16, 2025, at 5 p.m., and the financial bids will be opened on January 5, 2026, at 3 p.m.
To take part in this tender, all interested vendors must submit an Earnest Money Deposit as bid security. The required EMD amount is one lakh rupees per megawatt of the capacity they choose to bid for. This EMD must remain valid for 180 days plus an additional 60 days beyond the bid deadline. After selection, the successful bidder must also submit a performance security in the form of a bank guarantee or an insurance surety bond. This security is fixed at five percent of the total awarded contract value and must remain valid for 76 months. This long validity covers the construction period, any possible delays, and the full five-year O&M period. Through this tender, the state aims to streamline and aggregate rooftop solar installations across multiple locations and ensure reliable execution under a structured, competitive process.
