NBCC Invites ₹207 Crore EPC Tender For 4000 kWp Solar Plant At Bokaro Steel Plant, Jharkhand

NBCC (India) Ltd., a Navratna Central Public Sector Enterprise, has announced a significant e-tender for a major solar project at the Bokaro Steel Plant in Jharkhand. The project, on behalf of Steel Authority of India Ltd. (SAIL), involves the design, supply, erection, commissioning, and testing of a grid-connected 4000 kWp solar power plant. The scope also includes five years of operation and maintenance, and the work will be executed on an Engineering, Procurement, and Construction (EPC) basis.

The estimated cost of the project is ₹20,78,20,000, which is divided into two parts. Part-A is valued at ₹19,60,20,000, while Part-B accounts for ₹1,18,00,000. To participate, bidders are required to submit an Earnest Money Deposit (EMD) of ₹20,78,200. The project is expected to be completed within a period of eight months from the date of commencement.

Key dates for the e-tendering process have been specified in the notice, which was issued on December 15, 2025. Prospective bidders are required to submit their online tenders by December 26, 2025, at 11:00 AM (IST). The technical bids will be opened on the same day at 11:30 AM, while the financial bid opening date is yet to be announced. In addition, a pre-tender meeting is scheduled for December 22, 2025, at 11:00 AM, allowing interested parties to clarify project-related queries before submission.

To qualify for the tender, bidders must demonstrate prior experience in executing similar works, defined as the supply, installation, testing, and commissioning of solar power plants. The eligibility criteria are specific: a bidder must have completed either three similar works each costing at least 40% of the estimated project cost, two similar works at 50% each, or one work of at least 80% of the project cost in the last seven years. In addition, bidders should have successfully operated a solar power plant of at least 1000 kWp for a minimum of one year.

Financial capability is also a key requirement. The tender specifies that the bidder’s audited net worth should be at least 10% of the estimated project cost. Additionally, a security deposit or retention money of 5% of the gross value of each running or final bill will be required. Bidders are advised to submit their proposals through the official e-tendering website. Submission of EMD or Bank Guarantee in any physical form will result in the summary rejection of the bid.
