Druk Green Power Corporation Limited (DGPC) has invited bids for the design, supply, installation, testing, and commissioning of the 120 MWp Wobthang Solar PV Power Plant in the Kingdom of Bhutan. The project is part of the Solar Farm Expansion Project and is being funded by the Asian Development Bank (ADB). DGPC has adopted an open competitive bidding process to attract experienced international and regional players for this large-scale renewable energy development.
The project will be awarded under a single responsibility contract, meaning the selected bidder will be fully responsible for the entire scope of work. This includes conceptual design, detailed engineering, procurement of equipment, construction, testing, and final commissioning of the solar power plant. DGPC has set strict technical requirements to ensure high performance and long-term reliability. The PV modules to be supplied must have an efficiency of more than 22%, while inverters must offer a minimum efficiency of 98%. These specifications are aimed at maximizing energy generation under Bhutan’s local climatic conditions.
In addition to the core solar generation equipment, the contractor will also be responsible for supplying and installing weather monitoring stations, a remote monitoring and control system (SCADA), and all related electrical infrastructure. This includes transformers, protection systems, and other balance-of-system components required for safe and reliable plant operation.
DGPC has outlined a clear timeline for bidders. Requests for clarification on the bidding documents must be submitted by January 8, 2026, no later than 5:00 PM Bhutan Standard Time. A pre-bid meeting is scheduled for January 12, 2026, at 10:00 AM. Interested bidders can attend the meeting either in person at the DGPC Corporate Office or virtually through a video conference link. Although DGPC will not organize an official site visit, bidders are allowed to visit the project site at their own cost and risk, provided they obtain prior approval at least one week in advance.
As part of the bidding requirements, bidders must submit a Bid Security, also referred to as an Earnest Money Deposit (EMD). The EMD amount is mandatory and must be provided in the form specified in the bidding documents. The exact value of the bid security is mentioned in the Bid Data Sheet and must be submitted along with the bid to ensure its validity.
To qualify for the project, a single bidder must demonstrate experience in at least one similar project executed within the last five years, with a contract value exceeding USD 49 million. This requirement highlights DGPC’s focus on engaging firms with proven capabilities in large-scale solar power projects.
After contract award, the successful bidder must submit a Performance Bank Guarantee (PBG) within 28 days from the date of receiving the Letter of Acceptance. The PBG amount, as defined in the contract conditions and Bid Data Sheet, serves as a financial safeguard to ensure the timely and proper execution of the project obligations.
The Wobthang Solar PV Power Plant is expected to be completed within 540 days from the official commencement date. Once operational, the project will significantly strengthen Bhutan’s renewable energy capacity and support its clean energy transition, backed by international financing and advanced solar technology.
