The Satara Zilla Parishadโs Water Supply Division has invited bids for a turnkey solar energy project in Maharashtra, aimed at promoting the use of renewable energy within the district. The project includes the design, manufacture, supply, installation, testing, and commissioning of on-grid connected solar power plants. These systems will feature net metering and will be installed at multiple locations under the SVS Pipe Water Supply Scheme in Satara.
A key feature of this project is the inclusion of a five-year comprehensive maintenance contract (CMC). Under this agreement, the successful bidder will be responsible for the free replacement of any defective components during the five years to ensure uninterrupted operation. The contractor is also required to provide a Remote Monitoring System (RMS) at their own cost. In addition, the contractor must manage all necessary permissions from statutory authorities, including net meter applications with the Maharashtra State Electricity Distribution Company Limited (MSEDCL).
The estimated cost of the project is โน21,95,826. Bidders are required to follow a specific financial and timeline framework. The tender was published on December 22, 2025, at 11:00 AM, and the last date for submission of bids is December 29, 2025, until 5:00 PM. The technical bid opening will take place on December 30, 2025, at 5:00 PM. The project must be completed within 365 days from the date of issuing the work order.
Financial security is a requirement for applicants. Bidders must submit an Earnest Money Deposit (EMD) of โน21,958, which is 1% of the estimated project cost. The selected contractor will also need to provide a Security Deposit, in the form of a Performance Bank Guarantee (PBG), totaling 5% of the contract value. This will include an initial 2.5% deposit via Demand Draft, while the remaining 2.5% will be deducted through Running Account (RA) bills. Additionally, a non-refundable tender document fee of โน1,000 is applicable.
The e-tendering process will follow a two-part system consisting of a technical bid and a financial bid. Only bidders who qualify in the technical evaluation will have their financial bids considered. Prospective contractors are required to conduct a mandatory site visit and submit a report along with their application. This step is intended to ensure that bidders account for specific site conditions, such as the need for elevated structures or trimming of trees to maintain a shadow-free area for optimal solar generation.
