Rajasthan Launches 2,450 MW Solar Project With 1,600 MW/6,400 MWh Energy Storage At Pugal Solar Park

Rajasthan is set to strengthen its renewable energy landscape with the launch of a massive solar power initiative. The Rajasthan Solar Park Development Company Limited (RSDCL) has issued a global tender to select developers for the establishment of 2,450 MW of solar photovoltaic (PV) power projects at the Pugal Solar Park in Bikaner. This ambitious project also includes a significant energy storage component, with a 1,600 MW/6,400 MWh Energy Storage System (ESS), aimed at enhancing grid stability and supporting the integration of renewable energy in the state.

The tender follows a global tariff-based competitive bidding process using a single-stage, two-envelope system, followed by an e-reverse auction. Developers chosen through this process will be responsible for setting up the solar projects and connecting them to the State Transmission Utility (STU) network. The generated power will primarily be supplied to Rajasthan Urja Vikas and IT Services Limited (RUVITL), contributing to the stateโ€™s energy security and sustainability goals.

RSDCL has outlined clear financial requirements for participation in the tender. Interested bidders must submit an Earnest Money Deposit (EMD) of INR 13,82,000 per MW of bid capacity. This can be submitted in the form of a Bank Guarantee, Payment on Order Instrument (POI), or an Insurance Surety Bond. In addition, successful bidders will be required to provide a Performance Bank Guarantee (PBG) throughout the project development and operational phases. A non-refundable tender document fee of INR 50,000 plus GST and a bid processing fee of INR 20,00,000 plus GST are also mandatory for participation.

The project has a well-defined schedule to guide the bidding and execution process. Registration and document downloads started on January 9, 2026, and a pre-bid meeting is scheduled for January 22, 2026. The deadline for bid submission is March 9, 2026, by 18:00 Hrs, while technical bid opening will take place on March 12, 2026. Financial bids will be opened on April 3, 2026, followed by the e-reverse auction on April 10, 2026. The issuance of the Letter of Award (LoA) is planned for April 21, 2026, and project agreements, including the Power Purchase Agreement (PPA) and Implementation Support Agreement (ISA), are expected to be signed within 30 days of the LoA, tentatively by May 21, 2026.

The project completion period is set at 24 months from the signing of the PPA, and once operational, the agreements are expected to remain valid for 25 years from the scheduled commencement of supply. This initiative is a significant step toward Indiaโ€™s renewable energy targets and will play a crucial role in achieving the countryโ€™s goal of reaching 500 GW of renewable energy capacity by 2030. With its scale, integration of energy storage, and structured bidding process, the Pugal Solar Park project is poised to become a landmark in Indiaโ€™s clean energy journey.
