The Karnataka Electricity Regulatory Commission (KERC) has announced a public hearing regarding its proposed draft regulations aimed at reducing cross-subsidies and cross-subsidy surcharges in the stateโ€™s electricity sector. The draft regulations, titled “Karnataka Electricity Regulatory Commission (Roadmap for Reducing Cross-Subsidy and Cross-Subsidy Surcharge) Regulations, 2025,” were originally published in the Karnataka Gazette on December 18, 2025. Following this publication, the Commission invited stakeholders, industry participants, and members of the public to submit their comments, suggestions, or objections on the proposed framework. To ensure easy access, the draft regulations were also made available on the KERCโ€™s official website.

As part of its consultative process, KERC has scheduled a public hearing to gather direct feedback from interested parties. The hearing will be held on February 3, 2026, beginning at 3:00 PM at the Commissionโ€™s headquarters located at No. 16 C-1, Millers Tank Bed Area, Vasanthanagara, Bengaluru. The proceedings are set to take place in the Court Hall on the first floor of the building. The session will provide an opportunity for participants to present their views either orally during the hearing or through written submissions.

This initiative forms a key part of the regulatory process, enabling the Commission to consider multiple perspectives before finalizing the roadmap. By reducing cross-subsidies and associated surcharges, the regulations are expected to create a more transparent and fair electricity pricing structure in Karnataka. Stakeholders from the power industry, consumer groups, and other interested individuals are encouraged to participate, as their inputs could influence the final shape of the regulations.

KERCโ€™s move reflects a broader trend of increasing public engagement in policy-making for the electricity sector. Such consultations are considered vital for ensuring that regulatory decisions balance the interests of consumers, utilities, and the overall sustainability of the power system. The Commissionโ€™s effort to hold an open hearing highlights its commitment to transparency, accountability, and stakeholder involvement in shaping Karnatakaโ€™s electricity regulatory landscape.
