Electricity demand in Virginia is increasing at a pace the state has never seen before. As more homes, data centers, and businesses use power, the strain on the grid continues to grow. This demand is already affecting families and companies in a noticeable way, with utility bills rising year after year. To keep energy reliable and affordable, Virginia needs solutions that can be added quickly and without extreme costs. Solar power and energy storage offer the most immediate and cost-effective pathway. These technologies are faster and cheaper to build than traditional power plants, often becoming operational within a matter of months instead of waiting several years.

By expanding access to both solar installations and storage systems, Virginia can bring new electricity capacity online rapidly. This reduces the pressure on energy prices and allows consumers to better manage their own electricity usage. For these reasons, the Solar Energy Industries Association supports a strong legislative plan for the 2026 General Assembly session. The goal of this plan is to help Virginia meet growing energy needs affordably, improve the reliability of the power grid, and continue moving toward the clean-energy goals set under the Virginia Clean Economy Act. The agenda focuses on several areas, including expanding distributed solar and storage, encouraging large-scale storage projects, and simplifying the permitting process for residential solar so that households do not face unnecessary delays or added costs.

One key element is the Distributed Generation Expansion Act. This bill would increase the Renewable Portfolio Standard requirement for distributed generation solar, which includes systems installed on rooftops, parking lots, landfills, brownfields, and other underused spaces. Distributed generation offers major benefits because it produces electricity close to where it is consumed. This reduces strain on transmission lines, cuts down on the need for expensive upgrades, and helps keep energy costs manageable. Another important component involves strengthening Virginiaโ€™s goals for energy storage. Increasing storage capacity helps stabilize the grid by storing electricity when prices are low and releasing it during peak demand when electricity is most expensive.

This approach is being used successfully in states across the country, from Texas to Illinois, showing that storage is a practical solution regardless of political preference. Improving the permitting process for residential solar is also a major priority. Many states have already modernized their solar permitting systems so that projects can be approved faster and at a lower cost. In Virginia, a streamlined permitting process would make it easier for homeowners to install rooftop solar panels, saving them money on energy bills and reducing administrative costs that can add up to several thousand dollars per project. These improvements can be made while still maintaining the highest safety and reliability standards.

The importance of expanding solar and storage has become even clearer in recent years. The 2025 elections showed that voters across Virginia want practical solutions that lower costs, support local jobs, and make the power system more reliable. As energy demand continues to rise, the gap between supply and need becomes harder to manage, increasing the risk of even higher utility bills. Solar and storage offer the fastest way to add new power to the grid, helping to protect customers from unpredictable natural-gas prices, which are the main factor driving electricity costs upward. Because sunlight is free, solar power has no fuel cost, and when paired with storage, it helps reduce demand during the most expensive hours of the day. This combination lowers wholesale electricity prices and delivers savings when consumers need financial relief the most.
