POWERGRID Invites Bids For 25 MW/100 MWh BESS Project At Narendrapur Substation In Odisha

Power Grid Corporation of India Limited (POWERGRID) has invited bids for a major battery energy storage project in Odisha. The tender, named Package Odisha-BESS-05, involves setting up a 25 MW / 100 MWh Battery Energy Storage System (BESS) at the 220/132/33 kV GSS Narendrapur substation. This project is part of a larger plan to develop six standalone BESS projects across Odisha with a total capacity of 500 MWh to support renewable energy integration and improve grid stability.

The project will be awarded through the Tariff-Based Competitive Bidding (TBCB) route. It is backed by Viability Gap Funding (VGF) from the Power System Development Fund (PSDF), which is aimed at making large-scale battery storage projects financially viable. The use of VGF is expected to reduce project risk and attract more developers while ensuring a reliable power supply in the region.

The tender falls under the “Open” category, which means any qualified domestic or international company meeting the required technical and financial criteria can participate. Interested bidders must access the detailed tender documents and submit their proposals through the PRANIT Portal.

The tender fee for the project is ₹25,000 and is non-refundable. The summary notice mentions that the Earnest Money Deposit (EMD) is ₹0. However, in large TBCB projects like this, bidders are usually required to submit a Bid Security in the form of a bank guarantee instead of a cash EMD. The exact details of the Bid Security requirements are available in the Request for Selection (RfS) document on the portal.

Although the summary shows zero EMD, the selected developer will be required to provide a Performance Bank Guarantee (PBG) after the award of the contract. In similar VGF-supported BESS projects, the PBG typically ranges between 3% and 5% of the project cost. This ensures timely completion and proper performance of the 100 MWh facility.

According to the schedule, the tender was published on February 6, 2026. The last date for document sale is February 13, 2026, until 11:55 PM. The deadline for soft copy bid submission is February 16, 2026, at 11:00 AM, and the bids will be opened the same day at 11:30 AM.

The project is being managed by POWERGRID’s CS-G3 department in Gurgaon under the supervision of Engineer Satyam Gupta. The Narendrapur BESS project is expected to play an important role in strengthening Odisha’s power infrastructure and supporting higher renewable energy penetration in the state.
