The West Bengal Green Energy Development Corporation Ltd (WBGEDCL), a Government of West Bengal company, has invited e-tenders for setting up a 1 MWp grid-connected rooftop solar photovoltaic power plant integrated with a 0.5 MW/1.8 MWh Battery Energy Storage System (BESS). The project will be installed at the Mekhliganj Layer Farm in the Coochbehar district of West Bengal under the RIDF-XXXI scheme.
The total estimated cost of the project is around Rs. 11.06 crore, including GST. The scope of work includes design, engineering, procurement, supply, installation, testing, and commissioning of the solar plant along with the battery energy storage system. In addition to project execution, the selected bidder will also be responsible for the comprehensive operation and maintenance of the plant for a period of five years. A defect liability period will also begin from the date of commissioning.
As per the eligibility criteria, bidders must be registered entities in India and must have an operational office in West Bengal for at least one year. On the technical side, applicants should have prior experience in executing similar solar projects of at least 0.5 MWp capacity and BESS projects of at least 20 kW/40 kWh in the last five years. These projects must have been completed for government departments or public sector undertakings. Financially, bidders are required to demonstrate a minimum average annual turnover of at least 30 percent of the estimated project cost during the last three financial years.
The tender includes several financial requirements. Bidders must pay a non-refundable tender fee of Rs. 10,000 plus 18 percent GST. An Earnest Money Deposit of Rs. 22,12,000 must be submitted online as bid security. The successful bidder will have to furnish a Contract Performance Guarantee equal to 10 percent of the Letter of Award value. In case the quoted bid value is 80 percent or less of the estimated cost, an additional performance security of 10 percent will also be required.
The bidding process has already begun. The document download started on February 6, 2026, at 11:00 AM. A pre-bid meeting is scheduled for February 11, 2026, at 4:00 PM. Bid submission will begin on February 12, 2026, at 1:00 PM and will close on February 27, 2026, at 4:00 PM. The technical bids will be opened on March 2, 2026, at 4:00 PM. The project is expected to be completed within 120 days from the date of site handover.
