NTPC Limited, a Government of India enterprise, has invited online bids for a new project under its Corporate Social Responsibility (CSR) budget for the financial year 2025–26. The tender is for the design, supply, erection, testing and commissioning of a stand-alone solar high mast system at the Vindhyachal Super Thermal Power Station in Singrauli district of Madhya Pradesh. The project reflects NTPC’s continued focus on supporting renewable energy initiatives alongside its conventional power operations.
The procurement process is being handled by the USSC Raipur Contracts and Materials Department. As per the tender document, the project has been classified as a “Works contract.” The bidding will follow a percentage-rate system, where bidders are required to quote either a premium or a discount over the estimated rates specified in the tender.
A key condition in the tender relates to local content requirements. Only Class-I local suppliers are eligible to participate. To qualify under this category, bidders must ensure a minimum of 60 percent local content in the project. The document also states that any bidder from a country sharing a land border with India must be registered with the Competent Authority to participate, unless exempted by the Government of India under specific provisions.
The tender also clarifies rules related to Micro and Small Enterprises (MSEs). Although Udyam Registration is recognized for availing certain benefits under public procurement policies, these benefits, including exemption from Earnest Money Deposit (EMD), will not apply in this case since the contract falls under the “Works” category. Traders and dealers are also not eligible for MSE-related benefits for this project.
Bidders must submit a Bid Security or EMD of ₹1,00,000 to participate in the process. For amounts up to this value, the payment must be made online through the NTPC e-tendering portal. Acceptable forms of security include Electronic Fund Transfer (EFT), irrevocable Letter of Credit, Bank Guarantee in electronic format, or an Insurance Surety Bond. In cases where a physical Bank Guarantee is submitted, it must reach the USSC Raipur office within five working days from the date of techno-commercial bid opening.
The mobilization period for the project is set at seven days from the issuance of the Letter of Award or as directed by NTPC. Interested bidders are required to register on the GePNIC portal to access and download the tender documents, as no hard copies will be issued.
