KEL Invites EOI For Solar-Based Distributed BESS Projects Under BOO Model In Kerala

Kerala Electrical & Allied Engineering Co. Ltd. (KEL), a public sector undertaking under the Government of Kerala, has invited an Expression of Interest (EOI) from developers for implementing large-scale distributed Battery Energy Storage Systems (BESS) projects. The initiative is aimed at strengthening grid stability and supporting renewable energy integration across Kerala and other states.

The EOI, issued by Kerala Electrical & Allied Engineering Co. Ltd. (KEL), seeks proposals for the design, engineering, supply, installation, testing, commissioning, operation, and maintenance of solar power-based, grid-connected BESS. These systems will be installed on government buildings, private buildings, and open land parcels. The project is part of KELโ€™s broader business expansion strategy and aligns with the Kerala governmentโ€™s focus on promoting sustainable and clean energy solutions.

The distributed BESS installations are expected to play a key role in improving grid reliability. By offering services such as frequency regulation and voltage support, the systems will help reduce the risk of blackouts and manage fluctuations in power supply. They will also support renewable energy integration by storing surplus solar and wind power during periods of high generation and releasing it during peak demand hours. After meeting the electricity needs of the host property, any surplus power will be exported to the grid.

The project will be implemented under a Build-Own-Operate (BOO) model. Under this arrangement, selected developers will finance, install, own, and maintain the systems on behalf of KEL. Developers will also be responsible for identifying suitable project sites, coordinating with property owners, and obtaining necessary statutory approvals. This structure allows KEL to expand its renewable energy portfolio while leveraging private sector expertise and investment.

To qualify, developers must have experience over the past three years in supplying, installing, and maintaining grid-connected solar PV systems and BESS projects. Financial stability is mandatory, although companies that lack sufficient individual capacity may participate through consortium arrangements. Applicants must also possess a valid GST registration, PAN, and Corporate Identification Number (CIN), where applicable.

According to the tender schedule, the EOI reference number is EOI/011/2025-26 and was published on February 5, 2026. The deadline for online bid submission is February 17, 2026, at 4:00 PM, while the EOI will be opened on February 18, 2026, at 4:00 PM. Hard copies must be submitted by February 19, 2026, at 5:00 PM. A non-refundable processing fee of Rs. 5,900, including GST, is required. An Earnest Money Deposit and Performance Bank Guarantee will also be applicable, although specific amounts have not been disclosed in the available document.
