Keltron Floats Tender For 1.5 MWp Rooftop Solar Project At Kalyani Layer Farm

Keltron has invited bids for the design, engineering, supply, installation, testing, and commissioning of a 1.5 MWp grid-connected rooftop solar photovoltaic (GRTSPV) power plant. The turnkey project will be set up at the Kalyani Layer Farm under WBLDCL. Along with the execution of the project, the selected bidder will also be responsible for the comprehensive operation and maintenance of the plant for a period of five years after commissioning.

The scope of work covers the entire process, starting from site visit and field survey to final testing and commissioning. The contractor will have to manufacture or procure and supply all key components required for the plant. These include high-efficiency solar PV modules such as Mono PERC or TOPCon modules, module mounting structures, grid-tied inverters, and a web-based remote monitoring system. The system must be designed in such a way that it can synchronize with diesel generators during grid failure. It should also include a zero-export limiter to ensure that excess electricity is not fed back into the grid, if required.

To be eligible, bidders must be registered companies or firms in India with a valid GST registration. They must demonstrate a positive net worth during the financial years from 2022 to 2025. Technical capability is also important. Bidders are required to provide proof of having successfully executed similar solar power projects in the past. In addition, participants must possess a valid digital signature certificate to submit their bids through the official Kerala Government e-tender portal.

The project has a strict completion timeline of 100 days from the date of issue of the work order. The quoted price must remain firm during the contract period and should include all costs except GST.

The tender number is KSEDC/KEC/PUR/REEG/0034/2025-26. The bid was published on February 24, 2026, at 6:00 PM. The last date for online submission is March 5, 2026, at 6:00 PM. The technical bids will be opened on March 7, 2026, at 9:00 AM. The Earnest Money Deposit is โ‚น8,00,000, with an exemption available for UAN holders. A Performance Bank Guarantee of 5% of the contract value is required. The tender document fee is โ‚น25,000.
