NVVN Invites Bids For 2.1 MW Rooftop Solar Projects At AIIMS Deoghar, Gorakhpur And Patna

NTPC Vidyut Vyapar Nigam Limited (NVVN), a wholly owned subsidiary of NTPC Limited, has invited bids for the development of a 2,115 kW grid-connected rooftop solar power project across three All India Institute of Medical Sciences (AIIMS) campuses in Deoghar, Gorakhpur, and Patna. The tender marks another step in expanding clean energy adoption at key public healthcare institutions.

The project will be executed under an Engineering, Procurement, and Construction (EPC) model. The selected contractor will be responsible for the complete lifecycle of the project, including design, detailed engineering, supply of equipment, installation, testing, and commissioning of the rooftop solar systems. In addition to commissioning the plants, the contractor must also provide comprehensive operation and maintenance (O&M) services for a period of 10 years, ensuring long-term performance and reliability.

The scope of work further includes obtaining all statutory approvals, permits, and licenses required for the project. This specifically covers net metering approvals to enable grid connectivity and efficient power management at the respective AIIMS campuses. NVVN has indicated that the project will be financed through a mix of internal resources and commercial borrowings, both domestic and external.

The bidding process will follow a โ€œSingle Stage Two Envelopeโ€ system and will be conducted online through the Government e-procurement portal (GePNIC). Participation in the tender is restricted to bidders enlisted with NVVN. Additionally, eligibility is limited to Class-I and Class-II local suppliers as defined under the Public Procurement (Preference to Make in India) Order, reinforcing the governmentโ€™s push for domestic manufacturing and local value addition.

Bidders from countries sharing a land border with India must be registered with the competent authority to qualify for participation, unless the Government of India has extended lines of credit to that country or is directly involved in its development projects.

A mandatory site survey is a critical requirement under the tender. Prospective bidders must conduct site visits at the three AIIMS locations and submit an undertaking on their letterhead, referred to as Attachment-3N, confirming the visit. Failure to provide this undertaking will result in outright rejection of the bid.

The bidding document number for the project is NVVN/C&M/2025-26/RE-497. An Earnest Money Deposit (EMD) of Rs 10 lakh has been specified, while the Performance Bank Guarantee (PBG) requirements will be governed by the detailed bidding documents. The techno-commercial bid opening and subsequent price bid opening schedules will be announced as per the Notice Inviting Tender on the GePNIC portal.
