The Government of Laos has signed a Memorandum of Understanding (MOU) with APDL Solar Power Sole Co., Ltd. to carry out a feasibility study for a proposed 100 MW solar power project. The signing ceremony took place in Vientiane last Wednesday and marks an important step in the countryโs shift toward renewable energy.
The planned solar project will be developed in Nam Ngiep village in Pakxan district of Bolikhamxay province. The site will cover around 140.23 hectares of land. Once completed, the project is expected to contribute significantly to the national power supply and support the governmentโs goal of increasing the share of clean energy in the grid.
The agreement was signed by Dr. Vanthana Nolintha, Director General of the Investment Promotion Department, on behalf of the government, and Mr. Phengxiong Tongnamavong, General Manager of APDL Solar Power Sole Co., Ltd. The ceremony was attended by senior officials, including Deputy Minister of Industry and Commerce Dr. Manothong Vongsay and Vice President of the Bolikhamxay Provincial Administration Committee Mr. Somchai Khounphaxay, along with other department heads and company representatives.
The project follows Authorization No. 26/PM issued by the Prime Ministerโs Office on February 19. Under this authorization, the Investment Promotion and Management Committee has been assigned to supervise and monitor the progress of the feasibility study. The study will carefully examine technical requirements, financial viability, and possible environmental impacts. This process is intended to ensure that the proposed solar plant meets national standards for safety, sustainability, and efficiency before any construction work begins.
Officials said that selecting Nam Ngiep village was based on its strong solar potential. The area is believed to have suitable sunlight conditions and land availability for large-scale solar generation. Company representatives stated that the project reflects their commitment to supporting Laos in achieving its green energy targets and strengthening long-term energy security.
The ceremony ended with a group photo session involving government officials, provincial leaders, and company executives. The signing of this MOU signals a proactive move by the Lao government to attract investment in renewable energy and reduce dependence on conventional power sources. If the feasibility study produces positive results, the 100 MW solar farm could become a major clean energy hub in Bolikhamxay province and a key part of Laosโ sustainable development strategy.
