The Gujarat Electricity Regulatory Commission (GERC) has invited proposals from consultancy firms to support the development and implementation of a Resource Adequacy Framework for the state. This step follows the provisions of the Electricity (Amendment) Rules, 2022, which require state electricity regulators to ensure that distribution utilities maintain sufficient power resources to meet present and future electricity demand.
Through this initiative, the commission aims to strengthen long-term planning in the power sector and ensure a reliable electricity supply across Gujarat. The selected consultancy firm will assist the commission in drafting regulations, evaluating resource adequacy plans, and building internal technical capacity.
As part of the engagement, the consultancy firm will undertake three key assignments. The first assignment focuses on preparing the draft regulations titled GERC (Framework for Resource Adequacy) Regulations. For this task, the consultant will study similar regulations already implemented in five to seven other leading states. Based on this analysis, the firm will draft the regulatory framework along with an explanatory memorandum and support the commission during the public consultation process before finalizing the rules.
The second assignment will focus on the technical evaluation of Resource Adequacy Plans submitted for the state of Gujarat. In this process, the consultant will use advanced energy modeling tools to assess the plans submitted by the State Transmission Utilities (STU) and State Load Despatch Centres (SLDC). The objective of this exercise is to identify potential power shortages or surpluses in the future and ensure that adequate generation, transmission, and storage resources are planned in advance.
The third assignment will run alongside the technical evaluation work. Under this task, the selected firm will conduct training sessions and provide technical handholding support to GERC officials. The aim is to help the commission build internal expertise in areas such as energy modeling, resource planning, and power system analysis so that it can independently evaluate future resource adequacy plans.
GERC has set specific eligibility criteria to ensure that only experienced firms participate in the process. Interested bidders must be registered companies in India with at least 15 years of operational experience. They must also demonstrate significant experience working with electricity regulators and power utilities. In addition, firms are required to have a minimum of ten full-time professionals with expertise in the power sector. Bidders must also confirm that they do not have any conflict of interest with distribution licensees operating in Gujarat.
The selection of the consultancy firm will follow the Quality and Cost Based Selection method. Under this process, the technical proposal will carry a weightage of 70 percent, while the financial proposal will account for 30 percent. Only those firms that score a minimum of 80 out of 100 in the technical evaluation will qualify for the financial bid opening stage.
According to the commission, the work related to drafting the regulations is expected to be completed within three months from the date of award. The remaining assignments will continue throughout the fourth Multi-Year Tariff control period of the commission. Consultancy firms interested in participating must submit their technical and financial proposals in separate sealed envelopes. The deadline for submission is April 1, 2026, by 6:00 PM IST, and proposals must be submitted to the Secretary of GERC at its office in GIFT City, Gandhinagar.
