Avangrid Installs 250,000 U.S.-Made Solar Panels At Oregon’s 166 MW Tower Solar Project

Avangrid, Inc., a leading U.S. energy company within the Iberdrola Group, has announced the successful installation of more than 250,000 American-made solar panels at its Tower Solar project in Morrow County, Oregon. The panels were manufactured and assembled by SEG Solar at its new facility in Houston, marking a significant step for both the project and the growing domestic solar manufacturing sector.

Avangrid is now moving forward with the remaining stages of development ahead of the project’s planned commercial operation later this year. The Tower Solar project has a capacity of 166 MWdc (120 MWac) and will supply clean electricity to the Portland General Electric (PGE) grid. The power will also support a new QTS data center campus planned for the region, contributing to rising energy demand driven by digital infrastructure growth.

Avangrid CEO Jose Antonio Miranda said the installation milestone reflects the economic and industrial value of investing in the United States’ clean energy infrastructure. He noted that assembling solar modules in Texas helped support jobs and domestic manufacturing, while construction activities in Oregon have strengthened the local workforce. Once operational, Tower Solar will add new renewable power to the region, helping reinforce grid reliability as demand increases.

SEG Solar CEO Jim Wood highlighted the company’s role in supplying high-quality solar modules for the project, stressing SEG’s commitment to manufacturing excellence and strong partnerships across the U.S. market. The Tower Solar installation is one of the early examples of U.S.-assembled modules being deployed at large scale following recent growth in domestic solar production.

The project is located west of Boardman on roughly 900 acres of industrial land owned by the Port of Morrow. During peak construction, Avangrid created around 200 jobs, most of which were filled by regional union labor. Over the life of the project, Tower Solar is expected to contribute about $20 million in combined property taxes and payments in lieu of taxes (PILOTs), helping fund local public services, including schools.

Electricity from Tower Solar will be delivered to PGE through the Green Future Impact (GFI) program. GFI is a voluntary initiative that allows large municipal, commercial, and industrial customers to directly source non-emitting energy to meet their sustainability and carbon-reduction goals.

The program ensures that participating customers pay the costs associated with procuring clean energy, while all PGE customers still benefit from the added renewable generation without facing increased rates. As Avangrid moves toward completing Tower Solar, the project stands as another example of how renewable energy development can expand domestic manufacturing, support local economies, and strengthen the reliability of regional power systems.
