EESL Invites Bids For LFP-Based Battery Energy Storage System Project

Energy Efficiency Services Limited (EESL) has invited bids for a large-scale battery energy storage project, marking another step toward strengthening Indiaโ€™s clean energy infrastructure. The tender focuses on the deployment of a Battery Energy Storage System (BESS) using Lithium Iron Phosphate (LFP) cell technology, which is known for its safety, long life, and reliability.

The project scope is comprehensive and includes design, engineering, procurement, supply, installation, testing, and commissioning of the system. In addition, bidders will also need to provide bidirectional Power Conditioning Systems (PCS), commonly referred to as inverters, which are essential for managing the flow of electricity between the battery and the grid. The contract further covers transportation, storage, and complete project execution, making it a turnkey opportunity for developers and technology providers.

EESL has also placed significant emphasis on risk coverage and quality assurance. The selected bidder will be responsible for arranging transit insurance as well as all-risk insurance coverage until the project is officially handed over. After commissioning, the contractor will be required to provide warranties for different components. The battery system will have a warranty period of five years from the date of commissioning, ensuring long-term performance and reliability. Meanwhile, Balance of System (BoS) components will carry a warranty of 12 months from commissioning or 18 months from delivery, whichever occurs earlier.

The timeline for execution is quite strict, as EESL expects the entire engineering, installation, and commissioning process to be completed within three months from the issuance of the Letter of Award (LOA). This indicates the urgency of deploying energy storage solutions to support grid stability and renewable energy integration in the country.

The bidding process will follow a single-stage, two-envelope system through EESLโ€™s e-procurement portal. Interested bidders must submit techno-commercial details in the first envelope, while the second envelope will contain the financial bid. The selection will be based on the lowest cost (L-1) among bidders who meet all technical and commercial requirements.

Key dates for the tender process have also been announced. The invitation for bids was issued on March 30, 2026. A pre-bid meeting will be held online on April 9, 2026, at 11:00 AM IST via Microsoft Teams, allowing participants to clarify any doubts. The deadline for submission of bids, both in soft and hard copies, is April 20, 2026, by 11:00 AM IST. The opening of the techno-commercial bids (Envelope-1) will take place on the same day at 11:30 AM IST.

In terms of financial requirements, bidders must pay a non-refundable tender document fee of Rs. 20,000. An Earnest Money Deposit (EMD) of Rs. 4,75,000 is also required. The successful bidder will need to submit a Performance Bank Guarantee equivalent to 5% of the total contract value within 28 days of receiving the Notification of Award.

EESL has advised all interested participants to carefully review the detailed technical specifications and eligibility criteria available on its official portal. Queries related to the tender must be submitted within four days from the date of issuance.
