The Department of Energy (DOE), through its Open and Competitive Selection Process Round 5 (OCSP5) Review and Evaluation Committee (REC), has approved the endorsement of nine renewable energy (RE) project bids to the legal, technical, and financial evaluation stage.
The decision, formalised under Resolution No. 01, follows the bid opening conducted on March 30, 2026, and marks a key step in the governmentโs ongoing efforts to facilitate transparent and competitive allocation of renewable energy service contracts.
The OCSP5 process attracted a total of fifteen Letters of Intent, out of which nine complete bid submissions were received. These proposals cover multiple Pre-Determined Areas (PDAs), including the Guinoba-an No. 1 (6.70 MW), Guinoba-an No. 2 (2.90 MW), and Pacu-an (8.3 MW) hydroelectric projects, the 25 MW Southern Leyte geothermal project, as well as the Cabusao and San Isidro wind power projects.
According to the DOE, all submitted bids were found compliant with documentary requirements and will now proceed to detailed evaluation, subject to the payment of prescribed fees. The evaluation process will be conducted in line with Department Circular No. DC2025-12-0029 and the OCSP5 Terms of Reference.
The latest development follows the pre-bid conference held on January 15, 2026, and reflects sustained interest from developers across multiple renewable energy technologies, including hydro, geothermal, and wind.
The DOE reiterated its commitment to maintaining a transparent, structured, and competitive bidding process, reinforcing investor confidence and supporting the continued expansion of the countryโs renewable energy sector.
