Zambia Launches Updated Rural Electrification Master Plan To Achieve Universal Power Access By 2030

The government of Zambia has launched an updated Rural Electrification Master Plan (REMP) as part of its efforts to achieve universal electricity access by 2030. The plan was officially introduced by the Minister of Energy, Makozo Chikote, at the Mulungushi International Conference Centre. It is designed to act as a clear roadmap to ensure that electricity reaches every citizen, especially those living in rural areas.

The minister explained that the new plan is not just a policy document but a structured approach to support the country’s overall development. Expanding electricity access is expected to improve living standards in rural communities and support economic growth. Better access to power will help small businesses grow, improve education and healthcare services, and create new job opportunities. The plan also supports Zambia’s Vision 2030 and aligns with the global goal of ensuring access to affordable and modern energy for all.

One of the key changes in the updated plan is the shift away from scattered and uncoordinated electrification efforts. In the past, different projects were often implemented without proper planning or coordination. The new REMP introduces a more organized and systematic approach to ensure efficiency and long-term sustainability. It aims to avoid duplication of work and make better use of available resources.

However, the government has made it clear that achieving full electricity access will require strong financial support. It is estimated that around US$1.52 billion will be needed to complete the plan by 2030. To meet this requirement, the government is encouraging partnerships between public institutions, private investors, and international organizations. These partnerships are expected to bring in the necessary funding and technical expertise.

The government is also focusing on improving policies and regulations to attract more investment into the energy sector. By ensuring transparency and clarity, the authorities hope to create a more business-friendly environment. The minister described the REMP as a “bankable” plan, meaning it offers clear and reliable opportunities for investors interested in supporting energy projects in Zambia.

Officials from different government bodies have also supported the plan. The Head of the Presidential Delivery Unit appreciated the efforts of the Rural Electrification Authority in preparing the document and stressed the importance of maintaining quality and cost efficiency during implementation. The Permanent Secretary in the Ministry of Energy noted that the plan would guide all future electrification projects and ensure better coordination across the sector.

The Rural Electrification Authority has now shifted its focus toward reaching remote areas through “last mile” connections. These efforts are aimed at ensuring that even the most distant communities receive electricity. To improve transparency, the authority plans to introduce a digital platform by the end of 2026. This platform will allow the public to track progress and monitor project developments in real time.

The government has urged all stakeholders to work together and align their investments with national priorities. By doing so, it hopes to ensure that resources are used effectively and that the benefits of electrification reach all citizens.
