Lakshadweep Invites Bids For 2107 kW Rooftop Solar And 5525 kWh Battery Storage Projects

The Lakshadweep Electricity Department (LED), operating under the Union Territory Administration of Lakshadweep, has invited an Expression of Interest (EOI) for the empanelment of vendors to support the expansion of solar energy infrastructure across the islands. The initiative focuses on the installation of distributed hybrid grid-connected rooftop solar photovoltaic (PV) power plants with a total capacity of 2107 kW, along with 5525 kWh Battery Energy Storage Systems (BESS) under the CAPEX model.

The proposed systems will be installed across various government buildings in Lakshadweep as part of the administrationโ€™s efforts to strengthen renewable energy adoption and improve energy reliability in the remote island region. The project is expected to play a key role in reducing dependency on conventional diesel-based power generation while supporting a cleaner and more sustainable electricity supply.

According to the tender details, the selected vendors will be responsible for carrying out complete project execution activities. This includes site surveys, detailed engineering, design, supply of equipment, installation, testing, and commissioning of the rooftop solar and battery storage systems. In addition to project execution, empaneled agencies will also undertake operation and maintenance (O&M) services for a period of 10 years after successful commissioning of the systems. This long-term O&M responsibility aims to ensure the smooth functioning and reliability of the installations over time.

The tender process will follow a two-bid system comprising technical and financial evaluations. Only technically qualified bidders will be considered for the financial bid stage, where L1 rate discovery will be carried out. The empanelment of vendors will remain valid for three years. However, individual work orders issued by beneficiary government departments will have a validity period of one year.

The Lakshadweep Electricity Department will function as the nodal agency for technical supervision and empanelment, while the concerned government departments owning the buildings will issue work orders and manage payments directly to the selected vendors.

As per the announced schedule, the tender was released on May 4, 2026, and document downloads also started on the same day. A pre-bid meeting is scheduled to take place on May 16, 2026, at the Electrical Sub Division in Willingdon Island, Kochi. The last date for downloading documents is June 3, 2026, while bid submissions must be completed by June 4, 2026. Technical bids will be opened on June 5, 2026, while the date for opening financial bids will be announced later.

The tender does not require an Earnest Money Deposit (EMD), but bidders must submit a Bid Security Declaration in the prescribed format. Interested bidders have been advised to submit proposals through the official UT e-tender portal and review the detailed EOI document for eligibility criteria and technical specifications.
