The Bihar Electricity Regulatory Commission (BERC) has issued a corrigendum order to correct computational errors identified in its earlier Tariff Order dated March 18, 2026, relating to Bihar Grid Company Limited (BGCL). The corrections were made after BGCL submitted a formal request on April 13, 2026, seeking rectification of certain calculation mistakes in the order.
The matter pertains to BGCL’s petition covering the true-up of financial year 2024-25, the Annual Performance Review (APR) for financial year 2025-26, and the determination of the Annual Revenue Requirement (ARR) along with transmission tariff for financial year 2026-27. The corrigendum was reviewed and approved by the two-member commission comprising Chairman Amir Subhani and Legal Member P.S. Yadav.
According to the revised order, the commission found an inadvertent computational error in the ARR calculation table for FY 2026-27. In the original tariff order, the approved ARR was stated as ₹457.77 crore. Following the correction, the ARR has been revised upward to Rs 464.70 crore.
The corrected ARR includes approved operation and maintenance expenses of ₹68.92 crore. This amount consists of employee expenses of ₹24.02 crore, repair and maintenance expenses of ₹32.80 crore, and administrative and general expenses of ₹12.10 crore. The revised ARR also includes interest and finance charges of ₹136.29 crore, depreciation of ₹151.24 crore, return on equity of ₹124.17 crore, and interest on working capital of ₹3.20 crore. Adjustments have also been made after accounting for non-tariff income and income from other business activities.
The revision in ARR has led to a corresponding change in the approved transmission charges for FY 2026-27. The commission applied the trued-up revenue surplus of ₹125.67 crore from FY 2024-25 as a negative adjustment against the corrected ARR of ₹464.70 crore. As a result, the Annual Transmission Charges (ATC) have been revised from ₹332.10 crore, as approved earlier, to ₹339.04 crore.
The updated annual charges have also affected the monthly billing mechanism. The monthly transmission charges payable by Bihar State Power (Holding) Company Limited (BSPHCL) have been increased from ₹27.68 crore to ₹28.25 crore.
BERC clarified that the revised figures and corrected tables issued through the corrigendum shall be treated as an integral part of the original Tariff Order issued in March 2026 and will serve as the applicable financial and tariff framework for BGCL during FY 2026-27.
