EESL Floats Tender For 50 MW Solar PV Plant With 10 MW/40 MWh BESS At OPGC’s IB Thermal Site In Odisha

Energy Efficiency Services Limited (EESL), acting as the Principal Implementing Agency for Odisha State Power Generation Corporation (OPGC), has issued a domestic competitive bidding tender for the development of a large solar and energy storage project in Odisha. The project involves the design, engineering, supply, transportation, installation, testing, and commissioning of a 50 MWAC grid-connected Solar PV power plant along with a 10 MW/40 MWh Battery Energy Storage System (BESS).

The proposed project will be developed over a capped ash pond area of around 212 acres at the IB Thermal Power Station located in Banharpalli, Jharsuguda district of Odisha. The solar plant and battery storage system are expected to enhance renewable energy generation while improving grid stability in the region.

According to the tender document, the project will be awarded through a single-stage, two-envelope e-procurement process. Interested bidders are required to submit a techno-commercial bid along with a non-refundable tender fee of ₹25,000. In addition, bidders must furnish an Earnest Money Deposit (EMD) or bid security of ₹9.05 crore. The bid security can be submitted through a bank guarantee, demand draft, or insurance surety bond and will remain valid until February 13, 2027.

The selected contractor will also be required to provide a Performance Bank Guarantee (PBG), also referred to as a Security Deposit or Composite Performance Guarantee. The value of the guarantee will be 5% of the total contract value and must be submitted within 28 days of the Notification of Award or before the Notice to Proceed, whichever occurs earlier. The guarantee must remain valid during the 18-month project execution period, the subsequent five-year Defect Liability Period, and an additional three-month claim period.

The Invitation for Bids (IFB) was issued on June 9, 2026, and the tender documents became available for download on the same day. A pre-bid meeting will be conducted online through Microsoft Teams on June 16, 2026, at 11:00 AM IST to address queries from prospective bidders.

The deadline for submission of both online and physical bid documents has been fixed for June 30, 2026, at 11:00 AM IST. The techno-commercial bids will be opened on the same day at 11:30 AM IST, while the price bids will be opened later for technically qualified bidders.

Following contract award, the successful developer will be required to complete the entire solar and battery storage project, including grid connectivity and commissioning activities, within 18 months from the issuance of the Notice to Proceed.
