The Rajasthan Renewable Energy Corporation Limited (RRECL), a Government of Rajasthan undertaking, has invited online bids for the selection of Solar Power Generators (SPGs) for a large-scale solarization program across the state. The initiative aims to promote clean energy adoption by installing grid-connected solar power plants for government building connections under a Virtual Net Metering arrangement through the RESCO model.
Under the tender, the selected SPGs will be responsible for the complete execution of the projects, including design, site survey, supply, installation, testing, commissioning, and long-term operation and maintenance of the solar plants. The operation and maintenance responsibility will continue for 25 years from the Commercial Operation Date (COD). The scope of work also includes the construction of associated 11 kV transmission lines required to connect the solar plants with nearby 33/11 kV substations. In addition, bidders will be required to establish a Remote Monitoring System (RMS) for effective monitoring and management of the installed solar assets.
The project is intended to solarize groups of government electricity connections belonging to beneficiary departments. Each group may have a cumulative load of up to 1 MW. The total allocated solar capacity under this tender is 201 MWp, spread across various locations within the Jaipur Discom area. Bidders can participate with a minimum quoted capacity of 1 MW and can bid for up to 50 MW.
RRECL has outlined specific financial requirements for participation. The cost of the bid document has been fixed at โน5,000 plus 18 percent GST, taking the total amount to โน5,900. In addition, bidders must pay non-refundable e-procurement charges of โน2,950. The Earnest Money Deposit (EMD) has been set at โน7 lakh per MW, which is equivalent to 2 percent of the estimated project cost of โน3.5 crore per MW. The bids submitted by participants will remain valid for a period of 180 days from the date of opening of the technical bids.
As per the schedule, the Request for Selection (RfS) document became available for download on June 12, 2026. A pre-bid meeting will be held on June 19, 2026, at the RREC Conference Hall in Jaipur. Interested bidders can submit their pre-bid queries through email until June 22, 2026.
The last date for online bid submission is July 14, 2026, while the physical submission of tender fees, processing charges, and bid security must be completed by July 15, 2026. Technical bids are scheduled to be opened on July 17, 2026. The opening date of financial bids will be announced later for technically qualified bidders. RRECL has also reserved the right to revise the schedule, if required, with prior notice to all participants.
