Telangana Floats Tender For 46.7 MW Solar Rooftop Systems Across 9,937 Government Schools

The Telangana State Renewable Energy Development Corporation Limited (TGREDCO) has invited bids for a large-scale solar rooftop project aimed at transforming public schools across Telangana through clean energy adoption. The tender covers the design, supply, installation, testing, commissioning, and maintenance of on-grid solar rooftop photovoltaic (PV) power plants in 9,937 government schools spread across all 33 districts of the state.

The project has a total planned capacity of 46,705 kW and is one of the largest school-focused solar initiatives undertaken in Telangana. According to the tender document, contractors will be required to install advanced TOPCON solar modules with standard mounting structures. The scope of work also includes the deployment of Remote Monitoring Systems (RMS) and a comprehensive maintenance contract (CMC) for a period of five years after commissioning.

The project follows an Open National Competitive Bidding process. TGREDCO has set a strict completion timeline of six months from the award of the contract, highlighting the state’s focus on rapid implementation of renewable energy infrastructure in educational institutions.

An offline pre-bid meeting was conducted on June 6, 2026, to address queries from prospective bidders. The online bid submission process commenced on June 7, 2026, and interested companies must submit their bids through the e-procurement platform by June 22, 2026, at 5:00 PM. Submitted bids will remain valid for 120 days.

The tender will be evaluated under the Engineering, Procurement and Construction (EPC) model, with contract award based on the lowest quoted price. The Pre-Qualification (PQ) bids will be opened on June 22, 2026, at 5:30 PM, while the commercial bids of qualified participants will be opened on June 25, 2026.

To participate, bidders are required to pay a non-refundable tender processing fee of ₹1.18 lakh and a transaction fee of ₹25,000 to Telangana State Technology Services (TSTS). In addition, an Earnest Money Deposit (EMD) of ₹5.8 crore has been mandated. The security can be submitted through online payment, bank guarantee, or challan-based payment mechanisms.

Eligibility criteria require bidders to have installed at least 24 MW of grid-connected or off-grid solar PV capacity during the last five financial years. They must also demonstrate a minimum annual turnover of ₹145 crore in any one of the previous five financial years. TGREDCO has warned that submission of incorrect documents may result in disqualification and deactivation from government tenders for up to three years.
