RUMSL Launches India’s First Technology-Agnostic 24×7 Renewable Energy Project For Madhya Pradesh

Rewa Ultra Mega Solar Limited (RUMSL) has launched an innovative 24-hour flatblock renewable energy project to provide uninterrupted clean power to Madhya Pradesh. The initiative was announced by Chief Minister Dr. Mohan Yadav during the World Economic Forum meeting in Davos and is expected to demonstrate that renewable energy can deliver reliable electricity while supporting the state’s long-term energy security goals.

The project is being developed with the International Finance Corporation (IFC) serving as the transaction advisor. Several leading organizations, including Trilegal, PwC India, Deloitte, SgurrEnergy, and various climate-focused foundations, are supporting the initiative. Under the leadership of Chief Secretary Anurag Jain, the project has been designed with a technology-neutral approach, allowing developers maximum flexibility in choosing renewable energy solutions.

In a first-of-its-kind approach in India, bidders are free to propose any mix of renewable energy technologies along with storage systems such as Battery Energy Storage Systems (BESS) or Pumped Storage Projects (PSP). Developers are also allowed to locate these projects anywhere in the country, giving them greater flexibility to optimize costs and performance.

The project offers two development options. Developers choosing to build within the designated Solar Park will receive land and power evacuation infrastructure from RUMSL. Those developing projects outside the Solar Park will have to arrange land and infrastructure at their own expense. For projects connected through the Inter-State Transmission System (ISTS), transmission charges and losses will be included while evaluating bids to ensure a fair comparison based on the final landed tariff at the Madhya Pradesh grid.

To ensure a dependable power supply, the project has established strict performance requirements. Developers must guarantee 90% annual power availability, including during peak demand hours between 6:00 PM and 9:00 AM. An exception has been made during the monsoon season when the state’s electricity demand is comparatively lower.

The project also provides commercial flexibility by allowing developers to sell surplus electricity in the open market and participate in ancillary services. RUMSL believes the initiative builds upon the success of its earlier renewable energy projects at Rewa, Morena, and Agar-Shajapur-Neemuch (ASN), which achieved record-low tariffs.

Interested bidders can register through the official RUMSL portal to access the Request for Proposal (RFP) documents. A pre-bid meeting for prospective developers is scheduled to be held on July 1, 2026, in New Delhi.
