Lakshadweep Invites Global Bids For Grid-Connected Solar PV And BESS Projects

The Lakshadweep Electricity Department has invited online bids from eligible and experienced global bidders for the selection of Solar Power Developers (SPDs) to develop grid-connected solar photovoltaic (PV) projects integrated with a Battery Energy Storage System (BESS) across the Union Territory. The project will be awarded through a tariff-based competitive bidding process to support the expansion of renewable energy and strengthen the region’s clean power infrastructure.

According to the tender notification, the bidding documents were made available for download from May 27, 2026, at 12:00 PM. A pre-bid meeting was held on June 29, 2026, at 11:00 AM, providing an opportunity for prospective bidders to seek clarifications regarding the project and bidding requirements.

The last date for downloading the tender documents and submitting online price bids is July 16, 2026, until 12:00 PM. The technical bids are scheduled to be opened on July 20, 2026, at 12:00 PM. The financial bids will be opened later after the completion of the technical evaluation process.

The tender requires bidders to pay a non-refundable tender fee of ₹1,00,000. In addition, an Earnest Money Deposit (EMD) of ₹5.82 crore has been specified in the tender. The Performance Bank Guarantee (PBG) requirements have not been detailed in the notice, and interested bidders have been advised to refer to the Request for Selection (RfS) document for the complete terms and conditions.

The Lakshadweep administration has instructed bidders to submit their financial quotations only through the official e-procurement portal. Any physical submission of price bids will not be accepted. At the same time, bidders are required to submit hard copies of the tender fee, EMD, and other required documents either through registered post or by depositing them in the designated tender box at the office in Kavaratti before the bid submission deadline. The tender is expected to attract participation from domestic and international developers interested in expanding renewable energy projects in the island territory.
