The IISCO Steel Plant (ISP), a unit of the Steel Authority of India Limited (SAIL), has invited bids for the installation of a 4 MW Rooftop Solar Photovoltaic (RTSPV) system at its Burnpur facility. The tender is aimed at expanding the use of renewable energy across the plant by installing solar systems on various buildings and sheds. The project reflects the growing focus of large industrial facilities on adopting clean energy solutions to reduce dependence on conventional power sources.
The project will be executed on a non-turnkey basis, and the estimated project cost is ₹134,618,328, which is approximately ₹13.46 crore. The total base value calculated from the summary price schedule stands at ₹132,078,168, or around ₹13.21 crore. The successful bidder will be selected through an L1-based evaluation, followed by an online reverse auction to determine the final competitive price. The selected contractor will be required to complete the supply, installation, testing, and commissioning of the rooftop solar system within 12 months from the effective date of the contract.
The tender also allows consortium participation, enabling two or more eligible companies to jointly bid for the project. This provision is expected to encourage collaboration between engineering, procurement, and renewable energy firms with relevant technical expertise.
The bidding process officially began with the publication of the tender on July 4, 2026, at 6:49 PM. Interested bidders can submit pre-bid queries until July 14, 2026, at 5:00 PM. An online pre-bid meeting through Zoom has been scheduled for July 11, 2026, between 10:00 AM and 5:00 PM to clarify technical and commercial aspects of the project. The last date for bid submission is August 1, 2026, at 3:00 PM, while the technical bids will be opened on the same day at 4:00 PM. All submitted bids must remain valid for 180 days from the bid submission deadline.
The tender requires bidders to submit an Earnest Money Deposit (EMD) of ₹10 lakh. The amount can be deposited online or through a Bank Guarantee issued in the prescribed format. Eligible government-recognized bidders seeking exemption from the EMD requirement must upload valid exemption documents along with a signed Bid Securing Declaration. The tender document also specifies a surrounding value of ₹10 lakh for the Performance Bank Guarantee, while detailed terms related to contract performance guarantees are provided in the commercial volumes of the tender.
The scope of work includes 21 separate components covering the supply, installation, and maintenance of the solar power system. The largest share of the project cost has been allocated for the supply of ALMM-approved solar PV modules with a minimum capacity of 600 Wp and at least 23% efficiency, valued at ₹67.03 million. Other major items include on-grid string inverters, galvanized mounting structures, civil works, electrical installation, testing, and commissioning activities.
To ensure long-term system performance, the contract also includes a five-year comprehensive Operation and Maintenance (O&M) requirement valued at ₹12.6 million. The O&M services will be carried out over 20 quarterly cycles after the commissioning of the project. The tender states that technical and financial eligibility of bidders will be evaluated according to the requirements specified in the Commercial Volume-I and Commercial Volume-II documents attached with the bid.
