The Tripura Electricity Regulatory Commission (TERC) has approved the installation of a 60 kWp rooftop solar power plant at Maharaja Bir Bikram (MBB) Airport in Agartala. The project will be installed on the rooftop of the Central Industrial Security Force (CISF) barracks under the central government’s PM Surya Ghar Muft Bijli Yojana, which aims to promote rooftop solar installations across government buildings.
The approval was granted through a final order issued on June 29, 2026, by a TERC bench comprising Chairman Hemant Verma and Member Puspita Chakraborty. The petition was filed by the Airport Director of the Airports Authority of India (AAI), Agartala, while the Tripura State Electricity Corporation Limited (TSECL) was the respondent in the matter.
According to the commission’s order, the new rooftop solar project will not increase the airport’s previously approved solar generation capacity. Earlier, TERC had approved a total solar capacity of 2 MWp for MBB Airport under the net metering arrangement. This approval included an existing 250 kWp rooftop solar plant and a proposed 1,750 kWp ground-mounted solar project.
To implement the new rooftop installation under the PM Surya Ghar Muft Bijli Yojana, AAI sought permission to revise the earlier project layout. Instead of constructing the full 1,750 kWp ground-mounted system, AAI proposed to install a 1,690 kWp ground-mounted plant along with the new 60 kWp rooftop solar system. This adjustment keeps the airport’s total approved solar capacity unchanged at 2 MWp.
The commission noted that the proposal was only a modification in the distribution of the approved capacity and did not involve any request for additional generation capacity. As a result, the existing net metering approval remains valid, with only the project configuration being revised.
The case was initiated after AAI filed the petition in January 2026. During the proceedings, TERC directed the airport authority to submit the operational guidelines related to the PM Surya Ghar Muft Bijli Yojana. AAI submitted the required documents, explaining that the rooftop installation forms part of the government’s initiative to increase solar deployment on public buildings.
The commission subsequently shared these documents with TSECL and provided the utility an opportunity to submit its comments or objections. However, TSECL did not file any response within the prescribed period.
After examining the petition and finding no objections from the state utility, TERC approved the proposal. The commission observed that the revised plan supports the government’s renewable energy objectives while maintaining the previously sanctioned capacity. It also clarified that all other terms and conditions of its earlier approval will continue to remain in force, enabling AAI to proceed with the revised solar project at MBB Airport.
