Tripura Electricity Regulatory Commission Invites INR 55.89 Lakh Consultancy Bids For Tariff And Regulatory Support

The Tripura Electricity Regulatory Commission (TERC) has invited bids from experienced consultancy firms to provide analytical and regulatory support for a period of two years. The Request for Proposal (RFP), issued under Notice No. TERC/RFP/BID/2026-27/01 on June 25, 2026, has been released by TERC Secretary Ruma Mitra. The estimated value of the contract is Rs. 55.89 lakh, including 18% Goods and Services Tax (GST).

The selected consultancy firm will assist the Commission in carrying out a wide range of regulatory and financial analysis related to the electricity sector in Tripura. One of the key responsibilities will be to examine and process Multi-Year Tariff (MYT), Annual Revenue Requirement (ARR), and True-Up petitions submitted by the Tripura State Electricity Corporation Limited (TSECL). These petitions cover the utility’s generation, transmission, and distribution businesses.

As part of the assignment, the consultant will review tariff petitions for the financial years 2027-28 and 2028-29. The firm will also complete True-Up assessments for the financial years 2025-26 and 2026-27 to ensure that actual financial performance is properly evaluated against approved projections. The analysis will help the Commission make informed tariff decisions while maintaining transparency in the regulatory process.

Apart from tariff-related work, the selected consultant will provide policy and regulatory support to TERC. This includes drafting new regulations, suggesting amendments to existing regulations, and conducting benchmarking studies by comparing TERC’s regulatory framework with those followed by other State Electricity Regulatory Commissions, especially in the Eastern and North-Eastern regions of India. The objective is to strengthen Tripura’s regulatory framework by adopting best practices from other states.

The Commission has prescribed strict eligibility criteria for participating firms. Interested bidders must have maintained a positive net worth during the last three financial years, from FY 2022-23 to FY 2024-25. They must also have an average annual turnover of at least Rs. 100 crore from power sector consultancy services during the same period. In addition, firms should have successfully completed or be currently executing multiple regulatory consultancy assignments in India, including at least one project worth Rs. 50 lakh or more within the last three years. Joint ventures, consortiums, and associations are not permitted to participate in the bidding process.

The selected consultancy will be required to deploy a dedicated team of five professionals. Among them, one senior resource and one junior resource must remain stationed full-time at the TERC office in Agartala throughout the contract period to provide continuous support.

The contract will be awarded through the Quality and Cost Based Selection (QCBS) method, with 70% weightage assigned to the technical proposal and 30% to the financial bid. Bidders must secure at least 60 marks in the technical evaluation to qualify for the financial bid opening.

The RFP documents are available through the Tripura state e-procurement portal. Interested firms must pay a non-refundable tender fee of Rs. 10,000 and submit an Earnest Money Deposit (EMD) of Rs. 1,11,792 online. Bids must be submitted electronically using a valid Class 2 or Class 3 Digital Signature Certificate.

The last date for seeking clarifications is July 1, 2026, while the pre-bid meeting will be held on July 6, 2026, at the office of the TERC Secretary in Agartala. Online bid submission will close on July 14, 2026, at 5:00 PM, and technical bids will be opened on July 15, 2026, at 11:30 AM. All bids submitted under the tender will remain valid for 180 days from the final submission date.
