MPPGCL Invites EPC Bids For 30 MW Solar PV Project At Sanjay Gandhi Thermal Power Station In Madhya Pradesh

Madhya Pradesh Power Generating Company Limited (MPPGCL) has invited domestic competitive bids to select an Engineering, Procurement and Construction (EPC) contractor for the development of a 30 MWac ground-mounted solar photovoltaic (PV) power project at the Sanjay Gandhi Thermal Power Station (SGTPS) in Birsinghpur, Umaria district, Madhya Pradesh. The project will be executed on a turnkey basis and is aimed at expanding the state’s renewable energy capacity while making use of available land within the thermal power station premises.

The proposed solar project will be installed on vacant land located in the villages of Pondi, Goraiya, and Maliyaguda near the existing Sanjay Gandhi Thermal Power Station. The electricity generated from the plant will be evacuated through the existing 33 kV switchyard at SGTPS, allowing the renewable energy project to integrate with the existing power infrastructure.

Under the scope of work, the selected EPC contractor will be responsible for the complete development of the solar project. This includes detailed design and engineering, procurement and supply of equipment, civil and electrical works, construction, erection, testing, commissioning, and the establishment of the power evacuation system. In addition, the contractor will provide comprehensive operation and maintenance (O&M) services for a period of five years from the successful completion of the Operational Acceptance Test (OAT).

MPPGCL has specified that the entire 30 MW solar project must be commissioned within 12 months from the effective date of the contract. The selected contractor will also be required to provide annual Net Electrical Energy Generation Guarantee (NEEGG) and Performance Ratio (PR) commitments for each of the five years during the O&M period to ensure reliable plant performance.

The tender will be conducted through a single-stage, two-envelope bidding process on the Madhya Pradesh e-procurement portal. Interested bidders are required to submit both technical and financial bids online. The deadline for bid submission is August 14, 2026, at 3:00 PM (IST). Technical bids will be opened on the same day at 4:00 PM, while the financial bids of technically qualified bidders will be opened on a later date to be announced by MPPGCL.

As part of the bidding schedule, a site visit was planned for July 14, 2026. Pre-bid queries can be submitted until July 17, 2026, by 5:00 PM, and a pre-bid meeting will be held at the MPPGCL headquarters in Jabalpur on July 21, 2026, at 11:00 AM. Following the selection process, the successful bidder must accept the Letter of Intent (LoI) within seven days, and the EPC agreement must be signed within 30 days of the LoI issuance.

The tender requires bidders to submit an Earnest Money Deposit (EMD) of Rs. 1 crore in the form of an unconditional, irrevocable and on-demand bank guarantee or an insurance bond issued by a scheduled commercial bank. The EMD must remain valid for 270 days from the date of technical bid opening. The successful bidder will also be required to furnish a Contract Performance Guarantee equal to 10% of the total contract value, covering both EPC execution and the five-year O&M responsibilities, within 30 days of receiving the Letter of Intent.

MPPGCL has also fixed a non-refundable tender fee of Rs. 5,000 plus applicable taxes. The company has advised bidders to regularly monitor the Madhya Pradesh e-procurement portal for any corrigenda, clarifications or amendments related to the tender. Through this project, MPPGCL aims to strengthen renewable energy generation in the state while effectively utilising available land at the Sanjay Gandhi Thermal Power Station for clean and sustainable power production.
