Anushakti Vidhyut Nigam Limited (ASHVINI), a joint venture between Nuclear Power Corporation of India Limited (NPCIL) and NTPC Limited, has invited domestic competitive bids for the Nuclear Island Mega EPC Package (NIMEP) for the Mahi Banswara Rajasthan Atomic Power Project (MBRAPP). The tender covers Units 1 to 4 of the nuclear power project, which will be developed at Napla in Rajasthan’s Banswara district. The project represents one of the significant nuclear infrastructure developments in the country and seeks experienced engineering and construction companies for its execution.
The scope of work includes engineering, design, supply, construction, erection, testing, commissioning, and operation and maintenance of the nuclear island package. The contract has been divided into two implementation phases, covering MBRAPP Units 1 and 2 in the first phase and Units 3 and 4 in the second phase.
To ensure systematic execution, the package has been structured into six technical modules. These include the Civil Module, which covers major plant buildings, cooling towers, and related infrastructure; the Reactor Module for the supply and installation of reactor-related equipment; the Nuclear and Mechanical Systems Module, which includes primary piping systems and nuclear ventilation; the Electrical Module covering transformers, switchyards, and associated electrical systems; the Control and Instrumentation Module; and the Laboratory, Workshop, and Operation & Maintenance Facilities Module.
Considering the sensitive nature of nuclear infrastructure, ASHVINI has introduced strict procedures for accessing detailed technical information. Interested bidders must first execute a mandatory Non-Disclosure Agreement (NDA) along with a valid Power of Attorney (PoA). Only after approval of these documents will authorized bidders receive the detailed engineering specifications and drawings. These documents will not be available through the online tender portal and will instead be provided through secure physical memory devices.
The tender also requires bidders to submit an Integrity Pact as part of their technical proposal. According to the tender conditions, there is no separate fee for purchasing the tender document. However, bidders must submit an Earnest Money Deposit (EMD) electronically through approved digital payment methods such as RTGS, NEFT, or online bank transfer to ASHVINI’s designated State Bank of India account. The transaction details, including the Unique Transaction Reference (UTR) number, must be uploaded with the technical bid. The submitted EMD will also serve as the Integrity Pact Security. Manual submission of bids or payment documents will not be accepted.
The tender was officially published on July 15, 2026, while document downloads begin on July 16. The clarification period will remain open until August 26, and an offline pre-bid meeting has been scheduled for August 24 at NPCIL Headquarters in Mumbai. The deadline for NDA submission is September 16, with approvals to be completed by September 21. Bid submission will remain open from September 15 to September 30, 2026. Technical bids are scheduled to be opened online on October 6, 2026, while the financial bid opening date will be announced later for technically qualified bidders.
