The Delhi Development Authority (DDA) has invited online tariff-based competitive bids for the development of a 1.8 MWp solar power project in New Delhi under the Renewable Energy Service Company (RESCO) model. The tender has been issued by the Executive Engineer (Electrical), Electrical Division No. 12, and covers the design, supply, erection, testing, commissioning, and 25 years of operation and maintenance (O&M) of net-meter-connected, ground-mounted solar carport power plants.
The project will be implemented at two locations. The larger installation, with a capacity of 1,500 KWp AC, will be developed at District Park and the NG Drain area along the Outer Ring Road to Khayala Bridge. The second plant, with a capacity of 300 KWp AC, will be installed at the MP Green Belt in Mangolpuri. Together, the two facilities will have a total capacity of 1,800 KWp. The successful bidder will be required to complete the installation and commissioning of both plants within six months.
The tender requires bidders to submit an Earnest Money Deposit (EMD) of Rs. 14,06,880. The amount must be deposited online through RTGS or NEFT into the account specified by the DDA. Alternatively, bidders may submit up to 50 percent of the EMD, or a maximum of Rs. 20 lakh, in the form of a Bank Guarantee, while the remaining amount must be paid online. The EMD of the successful bidder will be returned only after the required Performance Bank Guarantee has been submitted.
To qualify financially, applicants must have an average annual turnover of at least Rs. 3.6 crore during the last three consecutive financial years ending March 31, 2025. They must also provide either a bank solvency certificate of Rs. 2.85 crore or a minimum net worth certificate of Rs. 1.055 crore.
The tender was published on July 16, 2026, with bid submission beginning the same day. A pre-bid conference will be held on July 21, 2026, at the Office of the Chief Engineer (Horticulture), Vikas Minar, New Delhi. The last date for downloading documents and submitting bids is July 30, 2026, while technical bids will be opened on July 31, 2026. The financial bids of technically qualified bidders will be opened at a later date.
Eligible participants include companies incorporated in India under the Companies Act, government-owned power and infrastructure enterprises, and registered Indian solar cell and module manufacturers. Bidders must also demonstrate experience in commissioning grid-connected solar PV projects over the past seven years by completing one project of at least 1,500 KWp, two projects of at least 1,100 KWp each, or three projects of at least 800 KWp each. All bids must be submitted electronically through the Central Public Procurement Portal.
