TCIL Invites EOI For Rooftop Solar With BESS Project Across Kandla And Gandhidham In Gujarat

Telecommunications Consultants India Limited (TCIL), a Government of India enterprise under the Department of Telecommunications, has invited Expressions of Interest (EOI) from eligible companies to select a pre-bid partner for a rooftop solar project in Kandla and Gandhidham, Gujarat. The selected partner will work exclusively with TCIL for submitting the bid and, if awarded the contract, will be responsible for executing the project, including the design, supply, installation, testing, commissioning, and long-term maintenance of rooftop solar power systems integrated with a Battery Energy Storage System (BESS).

The EOI has been issued in response to the client’s Tender No. CME/Electrical/2691 dated July 2, 2026. The project focuses on installing on-grid rooftop solar photovoltaic systems across several government and non-residential buildings located in Gandhidham and Kandla. These sites include administrative offices, hospitals, schools, guest houses, substations, port facilities, fire stations, shopping complexes, and cargo jetty areas. As part of the project, a 400 kWh Battery Energy Storage System will also be installed at the Administrative Office Building in Gandhidham to improve energy reliability and optimize the use of solar power.

The selected contractor will not only execute the project but will also be responsible for its maintenance over a total period of eight years. This includes a one-year Defect Liability Period followed by seven years of Comprehensive Annual Maintenance Contract (CAMC), ensuring long-term operational performance of the solar systems and the battery storage installation.

According to the EOI schedule, the notice was issued on July 16, 2026, and online bid submission commenced at 3:00 PM on the same day. Interested bidders must submit their proposals by 4:30 PM on July 20, 2026. Technical bids will be opened online at 5:30 PM on July 20, while the opening date for financial bids will be announced later by TCIL. The document also mentions June 17, 2026, as the last date for seeking clarifications, which appears to be a typographical error since it predates the issuance of the EOI.

TCIL has outlined several eligibility requirements for participating firms. Bidders must be registered entities in India with relevant experience in executing solar photovoltaic projects. They must also have a positive net worth and an average annual turnover of at least Rs 3.38 crore during the last three financial years. In addition, applicants should have successfully completed similar solar PV projects within the past seven years and possess valid GST registration, PAN, and an Electrical Contractor Licence. Preference will be given to Class-I local suppliers in line with the Government of India’s Make in India initiative.

The Earnest Money Deposit (EMD) for the EOI has been fixed at Rs 5 lakh and can be submitted through a Demand Draft, Fixed Deposit Receipt, Bank Guarantee, Insurance Surety Bond, or electronic transfer. The EMD must remain valid for 165 days from the bid submission deadline. Micro and Small Enterprises (MSEs) and DPIIT-recognised Start-ups are exempt from paying both the EMD and the tender fee of Rs 10,000 plus 18% GST, provided they submit the required certificates.

The successful bidder will also be required to furnish a Performance Bank Guarantee (PBG) on a back-to-back basis, matching the performance security submitted by TCIL to the client. The guarantee may be submitted in the form of an FDR, Banker’s Cheque, Bank Guarantee, or Insurance Surety Bond and must remain valid for the period specified in the client’s tender. Failure to provide the required performance security within the prescribed timeline may result in cancellation of the award and forfeiture of the bid security.
