The power distribution companies (DISCOMs) in Rajasthan have taken another step toward strengthening the state’s power network by inviting bids for standalone Battery Energy Storage System (BESS) projects. Jaipur Vidyut Vitran Nigam Limited (JVVNL) and Jodhpur Vidyut Vitran Nigam Limited (JdVVNL) have issued e-procurement tenders for pilot-based decentralized BESS projects that will be installed at selected 33/11 kV grid substations across their respective service areas.
Both tenders will be awarded through a Tariff-Based Competitive Bidding (TBCB) process under the Build-Own-Operate (BOO) model. The selected developers will be responsible for designing, owning, operating, and maintaining the battery storage systems for a period of 15 years. The projects are expected to improve grid stability, support renewable energy integration, and enhance the reliability of power supply in Rajasthan.
While both utilities are following a similar procurement framework, the scale of their projects differs significantly. JVVNL has invited bids for a total capacity of 12 MW/48 MWh. The project will consist of multiple standalone battery systems, each having a capacity of 1 MW/4 MWh. The estimated project cost is around Rs. 50.40 crore.
In comparison, JdVVNL has launched a much larger tender with a total capacity of 150 MW/600 MWh. The project has been divided into 12 packages and carries an estimated capital cost of nearly Rs. 630 crore. The larger deployment reflects the growing importance of battery storage in supporting Rajasthan’s rapidly expanding renewable energy capacity.
The bidding schedule has been kept identical for both tenders. The Request for Proposal (RFP) documents became available on July 15, 2026. A pre-bid meeting has been scheduled for July 22, 2026, at Vidyut Bhawan in Jaipur to address queries from prospective bidders. Online bid submission will commence on August 1, 2026, while the deadline for bid submission and payment of bid fees has been fixed for August 12, 2026. Technical bids will be opened on August 14, 2026, and the dates for financial bid opening and the e-Reverse Auction will be announced later to technically qualified bidders.
Developers participating in the tenders are required to pay a non-refundable tender document fee of Rs. 11,800 along with an RISL e-procurement processing fee of Rs. 2,950 through online payment modes.
The bid security or Earnest Money Deposit (EMD) has been fixed at 2% of the estimated capital cost of the project capacity being quoted, equivalent to Rs. 2.10 lakh per MWh. For the JdVVNL tender, the EMD varies depending on the package size, ranging from Rs. 92.40 lakh for the 44 MWh package to Rs. 1.176 crore for the 56 MWh package. The EMD can be submitted through online transfer, electronic Bank Guarantee (e-BG), or Insurance Surety Bond (ISB).
The tender notices do not specify the final Performance Bank Guarantee or operational security requirements. These are expected to be finalized after the technical evaluation and completion of the e-Reverse Auction process. Through these battery storage initiatives, Rajasthan’s DISCOMs aim to build a more resilient electricity network while supporting the state’s long-term clean energy and grid modernization objectives.
